Submitting a drone Safety Assurance Declaration: Apply for a Pre-Validated Declaration

You need to apply for a Pre-Validated Declaration if your RPAS or configurable element is intended for flying a

  • medium RPAS (25 kg to 150 kg) VLOS near people: less than 152.5 bm (500 ft) but not less than 30 m (100 ft) from people
  • medium RPAS (25 kg to 150 kg) VLOS over people: less than 30 m (100 ft) from people
  • small RPAS (250 g to 25 kg) BVLOS in uncontrolled airspace and over a sparsely populated area or less than 1 km from a populated area

You will need to submit documentation to Transport Canada that describes how the product will be used and how it meets the rules in Standard 922.

How to apply

To apply for a Pre-Validated Declaration

  1. gather the documentation specified in Advisory Circular AC 901-001: Remotely Piloted Aircraft Systems Safety Assurance Declaration and Pre-Validated Declaration Processes
  2. pay the application fee using the online payment system
  3. fill out Form 26-0882E
  4. submit your completed form along with all your documentation to TC.RPASCentre-CentreSATP.TC@tc.gc.ca

Once your application has been reviewed and accepted you will get a Letter of Acceptance. This letter lets you officially submit a Safety Assurance Declaration to Transport Canada for your RPAS or configurable element to be used in operations requiring pre-validation. You must make the Safety Assurance Declaration within two years of receiving a letter of acceptance.

Document format requirements

Document file names should be clear and include version control. Documents should be submitted in common, usable formats (.pdf, .doc, .xls, .dat, .log).

Maintaining your Pre-Validated Declaration

Annual reporting will be required to maintain your Pre-Validated Declaration status. This report will need to include the number of systems in operation, how much they are used, and a summary of any service difficulties. The annual report is due no later than the anniversary of the day on which the safety assurance declaration is made.
