1.0 Introduction
(1) This Advisory Circular (AC) is provided for information and guidance purposes. It describes an example of an acceptable means, but not the only means, of demonstrating compliance with regulations and standards. This AC on its own does not change, create, amend, or permit deviations from regulatory requirements, nor does it establish minimum standards.
1.1 Purpose
(1) The purpose of this document is to provide guidance to the industry concerning the Technical Arrangement on Maintenance (TA-M) between Transport Canada Civil Aviation (TCCA) and the National Civil Aviation Agency (ANAC) Brazil.
1.2 Applicability
(1) This document applies to TCCA personnel, delegates, and the aviation industry.

2.3 Definitions and abbreviations
(1) The following definitions are used in this document:
- (a) Aircraft, engine, or propeller rated Approved Maintenance Organization (AMO): is an organization whose category, ratings and limitations include aircraft, engine, or propeller. It can include all or part of the remaining categories based on their scope of ratings and limitations issued by TCCA.
- (b) ANAC Supplement: a supplement to an approved CAR 573 AMO Maintenance Policy Manual (MPM) required by Section C of the arrangement.
- (c) Applicant: the organization applying to maintain an aircraft, engines or propellers under the requirements of the TA-M.
- (d) Approved Maintenance Organization: means a natural person or a legal person holding an AMO Certificate that entitles them to release maintenance performed on any aircraft or aeronautical accessory for which they are approved.
- (e) Authorized Release Certificate: a document, such as a TCCA Form One or ANAC Form F-100-01 (SEGVOO 003), whose purpose is to detail an aeronautical part which has been manufactured or maintained by an approved organization, the data to which it conforms or was maintained to and who manufactured or performed the maintenance on it.
- (f) Component rated AMO: is an organization whose scope of ratings and limitations approved by ANAC or TCCA includes civil aeronautical products other than the aircraft, engine, or propeller category.
- (g) Maintenance: in relation to the TA-M, this means the performance of inspection, overhaul, repair, preservation, and the replacement of parts, materials, appliances, or components of a civil aeronautical product to assure the continued airworthiness of that product, including the performance of approved modifications.
- (h) Maintenance Organization Manual: the Brazilian equivalent of an AMO’s MPM.
- (i) Maintenance Policy Manual: an approved manual that contains information to ensure the efficiency of an AMO’s maintenance policies and meets the manual requirements in Standard 573 – Approved Maintenance Organizations.
- (j) Technical Arrangement – Maintenance: means a technical arrangement on maintenance between ANAC and TCCA.
- (k) TCCA Supplement: a supplement to an approved ANAC AMO’s Maintenance Organization Manual (MOM) required by Section B of the arrangement.
(2) The following abbreviations are used in this document:

3.0 Background
(1) On April 30th, 2002, TCCA entered into a Technical Arrangement – Maintenance (TA-M) with the Civil Aviation Department (DAC), Brazil, now known as ANAC. On February 5th, 2024, a new issue of the TA-M was developed to reflect the evolution of the Agreement between TCCA and ANAC.
(2) The TA-M allows for the reciprocal acceptance of maintenance organizations qualifying under the terms of the arrangement.
(3) The TA-M allows maintenance organizations, recognized under the terms of this Arrangement, to perform maintenance on Brazilian or Canadian registered aeronautical products in accordance with the maintenance regulations of the country where the organization performing the work is located.
3.1 General information
(1) The procedures for implementing the provisions of the Agreement are set forth in the TA-M. The objective of the TA-M is to specify the terms and conditions under which TCCA and ANAC can accept inspections and evaluations of each other’s maintenance facilities and personnel.
(2) Canadian air operators and AMOs should be familiar with the TA-M before contracting maintenance to a Brazilian aircraft, engine or propeller rated AMO.
(3) Persons maintaining Brazilian registered aircraft and/or components should also be familiar with the TA-M.
(4) As of February 5th, 2024, component rated AMOs (other than engine or propeller rated AMOs) are reciprocally accepted between TCCA and ANAC and do not require an MPM or MOM Supplement.
(5) The Authorized Release Certificates (ARCs) issued by ANAC component rated AMOs (other than engine or propeller rated AMOs) are acceptable in accordance with the TA-M and further identified in Advisory Circular (AC) 571-024, Documentation Required for the Installation of Parts onto Canadian Registered Aircraft.
4.0 Canadian organizations utilizing Brazilian aircraft, engine or propeller rated AMOs
(1) A Canadian operator or AMO must ensure a Brazilian aircraft, engine or propeller rated AMO has the appropriate ratings and limitations necessary for the required maintenance. This can be established through the AMO’s listing on the TCCA website: Approved / Accepted Organizations. The scope of ratings and limitations for the AMO can be checked on the ANAC website: Certified Maintenance Companies in Brazil.
(2) Brazilian based AMOs performing work on Canadian registered aircraft, engines or propellers require an MOM Supplement that is approved by ANAC. These approved AMOs are listed by TCCA at the website mentioned above.
(3) Compliance with the supplement to a Brazilian AMO’s MOM forms the basis by which the AMO may exercise maintenance privileges on Canadian registered aircraft, engines, or propellers.
5.0 CAR 573 AMOs with ratings other than aircraft, engine, or propeller
(1) The performance and certification of maintenance by CAR 573 AMOs with ratings in categories other than aircraft, engine or propeller are recognized by ANAC in accordance with the TA-M, Section C: Requirements for Canadian based aircraft, engine and/or propeller rated AMOs.
(2) TCCA and ANAC permit the acceptance of each other’s maintenance certification (ARCs), therefore, component rated AMO’s (other than engine and propeller) do not require an MPM supplement or any other approval.
(3) A maintenance release (Form One) may only be issued by AMOs for work performed directly under their control (including work carried out by a third party) and within the scope of their approval.
6.0 CAR 573 aircraft, engine and propeller rated AMOs
6.1 Initial approval process
(1) The ANAC Supplement to the MPM forms the basis of approval by TCCA for maintenance carried out by a Canadian AMO rated for the maintenance of aircraft, engines or propellers.
Note: If the AMO only intends to maintain Brazilian components (other than engines and propellers) an ANAC Supplement is not required.
(2) The AMO is required to:
- (a) Create a draft ANAC Supplement that describes in detail the procedures of how the AMO will comply with the TA-M. The AMO may refer to the supplement guidance material of Section C, Appendix 1 of the TA-M. It should not be a cut and paste.
- (b) Complete ANAC Form F-143-45 for an initial application. The form can be found in the TA-M, Section C, Appendix 2 or online at: https://www.gov.br/anac/pt-br/assuntos/regulados/organizacoes-de-manutencao/formularios-padronizados.
(3) When the draft ANAC Supplement and ANAC application Form F-143-45 are complete they should be submitted to the AMO’s Principal Maintenance Inspector (PMI) at least 90 days before the expected approval date.
(4) ANAC will provide the AMO with an invoice and payment instructions.
(5) Once the invoice payment has been confirmed, the PMI will provide the AMO with a Brazilian Civil Aviation Regulation (RBAC) nº145 AMO number which must be inserted into the draft ANAC Supplement and re-submitted to the PMI.
(6) The PMI will review the ANAC Supplement and notify the AMO of any changes required.
(7) Once the conditions of issuance have been met, the AMO will be issued a supplement approval letter attesting that the ANAC Supplement is approved.
6.2 Continuation
(1) There is no continuation process as the ANAC Supplement and associated privileges will remain in effect until surrendered, suspended, or cancelled.
6.3 Amendment process
(1) AMOs are required to submit an ANAC Form F-143-45 and an amended ANAC Supplement to their PMI for a:
- (a) Change of address
- (b) Change of Accountable Manager
- (c) Change of organization name
Note: AMOs with amendments other than the ones listed above should be coordinated with their PMI. ANAC Form F-143-45 is not required.
(2) The PMI will review the ANAC Supplement and notify the AMO of any changes that need to be made.
(3) Once the conditions of issuance have been met, the AMO will be issued a supplement approval letter attesting that the ANAC Supplement is approved.
6.4 Suspension
(1) Suspension of the AMO’s approval will automatically render the ANAC Supplement approval and its privileges invalid for the duration of the suspension.
6.5 Revocation or surrender
(1) The AMO must submit notification by email to their PMI indicating their intent to cancel or surrender their ANAC supplement approval.
(2) Revocation or surrender of the AMO’s approval will automatically render the ANAC Supplement approval and privileges invalid.
