Subject

Restricted instrument procedure (RIP).

Purpose

To provide the necessary information pertaining to RIPs to aerodrome operators who may want an instrument procedure at an aerodrome.

Background

In accordance with the mandate for the provision of aeronautical information services assigned to the Corporation in the Civil Air Navigation Services Commercialization Act, NAV CANADA is assuming responsibility for publishing the instrument procedures contained in the current Transport Canada (TC) regional route and approach inventories and in operations specifications, in a new Restricted Canada Air Pilot (RCAP). The inaugural publication date for the RCAP was June 10, 2004.

The new RCAP only contains RIPs. A RIP is an instrument procedure that requires an exemption to deviate from the standards or criteria contained in TP 308, Criteria for the Development of Instrument Procedures; or, an instrument procedure that has a "restricted" application in accordance with TP 308, Table 1-1, No Aerodrome Status (see Aerodrome Safety Circular # 2003-019). All RIPs will require a "sponsor." The "sponsor" of a RIP is considered by TC and NAV CANADA to be an individual or organization who has the desire or need for an instrument procedure at an aerodrome or operational location, and who agrees to take regulatory and fiscal responsibility for the instrument procedure, including ensuring its cyclical review and flight check. Sponsors may be air, private, or aerodrome operators, or others. In cases where multiple operators have a requirement for, or use, a RIP, one of these operators must agree to be the sponsor for the procedure.

When a deviation from the standards or criteria is required, application for an exemption must be submitted to TC. All exemptions must be re-submitted for approval when procedures are changed, altered or undergo cyclical review.

Sponsors or Instrument procedure designers, on behalf of the sponsor, shall submit all exemption requests to:

Application

This circular applies to all aerodrome operators in Canada.

Summary

NAV CANADA is assuming responsibility for publishing the instrument procedures contained in the current TC regional route and approach inventories and in operations specifications, in a new Restricted Canada Air Pilot (RCAP) published on June 10, 2004.

All RIPs will require a sponsor who agrees to take regulatory and fiscal responsibility for the instrument procedure.

When a deviation from the TP 308 standards or criteria is required, application for an exemption must be submitted to Transport Canada.
