Purpose:
The purpose of this Civil Aviation Safety Alert (CASA) is to advise operators of a non-compliance related to flammability testing of material used in the filter Part Number (P/N) 601R96761-1 installed in the cockpit displays cooling air system.
In addition, this CASA explains the existing maintenance used to replace these filters and cautions the operators to ensure that they do not use older, non-compliant parts from their inventory.
Background:
The filter is in use in an installation on the left-hand side of the cockpit avionics panel.
With the air intake located on the left pilot side console (above floor), the following systems components can be found in the vicinity: harnesses, related connectors, and oxygen lines.
Above the filter assembly, is the side console storage compartment, and forward of the filter, is the map pocket.
See figures 1 and 2 below to locate the filter.
MHIRJ has determined that this filter assembly is removed frequently due to effects caused by clogging, there are also existing Maintenance Review Board (MRB) tasks that requires the filter be replaced:
For model CL-600-2B19: existing MRB task 21-24-30-03, discard of the cockpit display cooling filter, 1000 hours air time, post Modification Summary (ModSum) TC601R12398 or post Service Bulletin (SB) 601R-21-019.
For models CL-600-2C10, CL-600-2C11, CL-600-2D15, CL-600-2D24 and CL-600-2E25: Existing MRB Task 212400−202, Discard of the cockpit display cooling filter, 4000 hours air time.
Recommended action
Operators are recommended to use a new filter P/N 601R96761-7 when performing:
For model CL-600-2B19:
Existing MRB task 21-24-30-03, discard of the cockpit display cooling filter, 1000 hours air time, Post ModSum TC601R12398 or post SB 601R-21-019.
Or for any filter replacements due to on-condition findings such as clogging, poor air flow or noise, replace in accordance with Aircraft Maintenance Manual (AMM) Task 21-24-15 (Air Filter, Cockpit Display Cooling – Removal/Installation)
For models CL-600-2C10, CL-600-2C11, CL-600-2D15, CL-600-2D24 and CL-600-2E25:
Existing MRB Task 212400−202, discard of the cockpit display cooling filter, 4000 hours air time
OR for any filter replacements for on condition findings such as clogging, poor air flow or noise, replace in accordance with AMM Task 21-24-10 (Filter, Flight Compartment Display Cooling-Air – Removal/Installation)
For all models, the reference P/N 601R96761-7 is fully compliant to the flammability testing requirements.
It is further recommended that operators purge their stock of the old filter P/N 601R96761-1.
Note: Reference Instruction Letter (RIL) #10728 (dated: 22 January 2024) was issued as an interim measure prior to the release of the aircraft illustrated parts catalog (AIPC) change to allow use of the new filter with interchangeability code five (5). MHIRJ has started shipping new filters to operators.
