Purpose:
The purpose of this Civil Aviation Safety Alert (CASA) is to remind all operators on the correct usage of passenger seatbelts and importance of securing cargo.
Background:
During the investigation of a recent fatal helicopter accident it was discovered the passengers were not wearing the seat belts provided and unsecure cargo was carried on an external platform during flight.

Section 605.25 of the CARs — General Use of Safety Belts and Restraint Systems.
Section 605.26 of the CARs — Use of Passenger Safety Belts and Restraint Systems.
Recommended Action:
In accordance with the above mentioned CAR’s, operators are reminded of the requirement and importance of securing all cargo and baggage. As well, it is the pilot’s responsibility to ensure all passengers are briefed on the proper use of seatbelts. As seen in this accident it is extremely important for these actions to be carried out.
