Pursuant to paragraph 702.21(2) of the Canadian Aviation Regulations and subsection 722.21(3) of the Commercial Air Services Standard and after taking into account that the authorization is in the public interest and is not likely to affect aviation safety, I hereby authorize Blackcomb Helicopters Ltd., 8621 Fissile Lane, Whistler, B.C., and their flight crew member to operate a helicopter to carry a helicopter Class D external load subject to the following conditions.
Paragraph 702.21(2) states that an air operator may operate a helicopter other than a helicopter described in paragraph (1)(a) to carry a helicopter Class D external load if the air operator is authorized to do so in its air operator certificate and complies with the Commercial Air Services Standard.
Subsection 722.21(3) states in part that Authorization may be granted for deviation from the standards of 722.21(1) and (2) for the Production of Commercial Motion Pictures and Television filming.
PURPOSE
The purpose of this authorization is to permit Blackcomb Helicopters Ltd., 8621 Fissile Lane, Whistler, B.C., to conduct helicopter Class D external load operations without complying with the standard required under 722.21(2) of the Commercial Air services Standard.
APPLICATION
This authorization applies only to Blackcomb Helicopters Ltd., 8621 Fissile Lane, Whistler, B.C., when operating for the purpose of filming the NBC production "Underfunded", in Delta, B.C.
CONDITIONS
This authorization is subject to the following conditions:
- The operation shall take place on Wednesday, March 1, 2006, alternatively on Thursday, March 2, 2006, or Friday March 3, 2006, between the hours of 08:00 and 17:30 Pacific Standard Time (PST), depending on suitable weather conditions.
- Operations shall be conducted within the specified hours, under Day VFR conditions, using an AS355 type helicopter.
- The aircraft shall conduct a power check immediately before commencing the operation, and the engines shall be at, or above, the manufacturers specifications.
- The aircraft shall be configured such that safe single engine fly away is assured at all times.
- The aircraft shall be flown in compliance within the "Height-Velocity" Diagram contained with the approved Aircraft Flight Manual.
- When exercising the privileges of this Authorization, the aircraft shall be operated within approved limitations.
- Prior to exercising the privileges of this Authorization a co-ordinated plan for each complete operation shall be developed.
- When exercising the privileges of this Authorization only flight crew members and persons essential during flight shall be carried.
- The helicopter shall be equipped to permit direct electronic or visual communication among crew members, including the persons being carried externally.
- The load shall be jettisonable.
- The helicopter shall be turbine powered and equipped, where approved for the type, with an auto-ignition system and a detector system to warn flight crew members of excessive ferrous material in the engine(s).
- All persons, including the persons being carried externally, shall have successfully completed the air operator Class D qualification and training requirements.
- All training required as under (1) above, shall be documented in full and retained by Blackcomb Helicopters Ltd., 8621 Fissile Lane, Whistler, B.C., for a period of not less then 3 years.
- All personnel involved shall be briefed on the operation, safety precautions and emergency procedures before flight operations commence.
- All persons involved shall be knowledgeable of equipment to be used and pre-flight briefed.
- Persons carried on board the helicopter shall be limited to essential crew only.
- Radio communications shall be established between the helicopter and Ground Safety Coordinator.
- A copy of this authority shall be carried on board the aircraft while operating in Canada.
- The operation shall be coordinated with the appropriate Air Traffic Control authority.
VALIDITY
The authorization is in effect until the earliest of the following:
- 17:30 hours PST, British Columbia, on Friday, March 3, 2006;
- the date on which any of the conditions set out in this authorization is breached; or
- the date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
