Pursuant to paragraph 30311(1)(b) of the Canadian Aviation Regulations and after taking into account that the authorization is not likely to affect aviation safety, I hereby authorize The Prince George Airport Authority Inc. 4141 Airport Road – 10 Prince George BC V2N 4M6 (the operator), to provide an Aircraft Critical Category for Fire Fighting level 5, subject to the following conditions:
Subsection 303.11(1) states that the Minister may, in writing, on application by the operator of a designated airport, authorize .the operator to meet the requirements set out in the table to section 303.09 for a lower critical category for fire fighting than that established for the airport pursuant to section 303.07 where that operator demonstrates that:
- the critical category for fire fighting was the result of movements by unusually large commercial passenger-carrying aircraft of an unusually high number of movements by commercial passenger-carrying aircraft at the airport and either of these situations is unlikely to be repeated within the next year; or
- the number of movements by, or size of, commercial passenger-carrying aircraft at the airport is expected to be altered in a manner that would result in a lower critical category for fire fighting.
Section 303.09 states that subject to sections 303.10 and 303.11, the operator of a designated airport or aerodrome the critical category for fire fighting of which is set out in column I of an item of the table to this section shall provide to the aircraft fire-fighting service at the airport or aerodrome the quantities of water and complementary extinguishing agents set out in columns II and III of the item, and the minimum number of aircraft fire-fighting vehicles set out in column IV of that item necessary to provide the total discharge capacity set out in column V of that item.
PURPOSE
The purpose of this authorization is to allow Prince George Airport Authority Inc. 4141 Airport Road – 10 Prince George BC V2N 4M6, to meet the requirement set out in table 303.09 of the CARs for a lower critical category for fire fighting than that established for the airport, more specifically to provide a reduce level of Aircraft Rescue and Fire Fighting Aircraft Critical Category at level 5.
APPLICATION
This authorization applies to Prince George Airport Authority Inc. 4141 Airport Road – 10 Prince George BC V2N 4M6.
CONDITIONS
This authorization is subject to the following conditions:
- The operator shall meet the requirement set out in the table to section 303.09 of the Canadian Aviation Regulations for the Fire Fighting Aircraft Critical Category at level 5.
- The operator shall give the notification of the reduced level of aircraft fire-fighting service and the period during which the level is reduced to the appropriate air traffic control unit or flight service station for publication in the Canada Flight Supplement and in a in a NOTAM, where the NOTAM is published earlier.
- The operator shall establish procedures to restore the level of aircraft fire-fighting service to the previous higher level if the reduction in the number of movements by, or in the size of, commercial passenger-carrying aircraft at the airport reach an average level which would require the adjustment to a higher critical category of fire fighting.
- The operator shall submit for approval to the Minister the procedures for a reduction in the level of aircraft fire-fighting service and the procedures to restore the critical category for fire fighting level 6.
- The operator shall set out in the airport operations manual the procedures for a reduction in the level of aircraft fire-fighting service and the procedures to restore the critical category for fire fighting level 6.
- The operator shall comply with the Aerodrome and Airport Standards respecting aircraft fire fighting at airports and aerodromes as required under Subpart 3 of the Canadian Aviation Regulations.
VALIDITY
The authorization is in effect until the earliest of the following:
- April 1, 2005 at 23:59 EST;
- When the number of movements by, or in the size of, commercial passenger-carrying aircraft at the airport requires an increase in the critical category for fire fighting.
- The date on which by the regular review of aircraft movement 'statistics, the airport operator determines that the critical category for fire fighting level 5 is validated.
- The date on which any of the conditions set out in this authorization is breached; or
- The date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
