AUTHORIZATION PURSUANT TO PARAGRAPHS 702.22(1)(a) and 702.22(3)(a) OF THE CANADIAN AVIATION REGULATIONS

Pursuant to paragraphs 702.22(1)(a) and 702.22(3)(a) of the Canadian Aviation Regulations and after taking into account that the authorization is in the public interest and is not likely to affect aviation safety, I hereby authorize Kokanee Helicopters Ltd, 106-1449 St Paul Street, Kelowna, B.C., and their flight crew members to conduct take-offs, approach and landings in an aircraft within a built-up area of a city or town at a place other than an airport or a military aerodrome and to operate a helicopter that is carrying a helicopter Class B external load over a built-up area, at altitudes and distances less than those specified in paragraph 602.14(2)

Paragraph 702.22(1)(a) states that for the purpose of subsection 602.13(1), a person may conduct a take-off, approach or landing in an aircraft within a built-up area of a city or town at a place other than an airport or a military aerodrome, if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.

Paragraph 702.22(3)(a) states that for the purpose of paragraph 602.16(2), a person may operate a helicopter that is carrying a helicopter Class B, C or D external load over a built-up area or in an aerial work zone, if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.

PURPOSE

The purpose of this authorization is to permit Kokanee Helicopters Ltd, 106-1449 St Paul Street, Kelowna, B.C., to conduct landings and take-offs and carry out Class B external load operations at altitudes of less than 1000 feet above and less than 500 feet horizontal distance from the highest obstacle within the built-up area adjacent to 1141 Tamarack Street, Vernon, B.C., for the purpose of replacing a hydro pole.

APPLICATION

This authorization applies only to Kokanee Helicopters Ltd., 106-1449 St Paul Street, Vernon, B.C., when replacing the existing pole at 1141 Tamarack Street, Vernon, B.C.  

CONDITIONS

This authorization is subject to the following conditions:

  1. The operation shall take place on Tuesday, October 9, 2007, or Wednesday, October 10, 2007 between the hours of 09:00 and 17:00 Pacific Daylight Saving Time (PDST), depending on suitable weather conditions.
  2. Operations shall be conducted within the specified hours, under day VFR conditions, using a AS350B2 type helicopter. 
  3. The pilot shall be Mr. Guy Dery, License No AH360731.
  4. The site of the operation shall be as depicted on the map submitted and held on file with Commercial and Business Aviation, Pacific Region; being 1141 Tamarack Street, Vernon, B.C.
  5. The aircraft shall at all times be flown along a flight path which, in case of an engine failure or other in-flight emergency necessitating an immediate landing, shall ensure a suitable (autorotational) landing site without endangering persons or property on the ground.
  6. The landing and take-off profiles shall be arranged such that in the event of an engine failure, the aircraft can safely land without creating a hazard to persons or property on the ground.
  7. Landing area 1 shall be the Rattlesnake Point, Vernon, B.C.
  8. Landing area 2 shall be 1141 Tamarack Street, Vernon, B.C.
  9. The landing and staging areas shall be clearly marked, secured, clear of, and access denied to all pedestrians and vehicular traffic.
  10. When pole setting is in progress, all persons not directly involved in aerial operations shall maintain a 100  metre separation from the power line right of way.
  11. The aircraft shall conduct a power check immediately before commencing the operation, and the engine shall be at, or above, the manufacturers specifications.
  12. External loads shall not be flown over persons or dwellings during flight operations.
  13. The transit route to and from the Aerial Work Zone shall be flown in accordance with 602.14, Minimum Altitude and Distances.
  14. Prior to external load operations the Pilot or a designated person, trained in accordance with 722.76(6)(b)(ii), shall physically inspect all cables, slings, chains and other rigging equipment as applicable. They shall ensure that the rigging equipment's condition and safe working load limits are within the approved design tolerances as suggested by the manufacturer.
  15. All personnel involved shall be briefed on the operation, safety precautions and emergency procedures before flight operations commence.
  16. Persons carried on board the helicopter shall be limited to essential crew only.
  17. All persons involved shall be knowledgeable of equipment to be used and pre-flight briefed.
  18. A co-ordinated plan for each complete operation shall be developed.
  19. The aircraft shall comply with the Commercial Air Service Standards as required under CAR 702.22(1)(b) and CAR 702.22(3)(b).
  20. A copy of this authority shall be carried on board the aircraft while operating in Canada.

VALIDITY

The authorization is in effect until the earliest of the following:

  1. 17:00 hours PST, British Columbia, on Wednesday, October 10, 2007;
  2. the date on which any of the conditions set out in this authorization is breached; or
  3. the date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
