AUTHORIZATION PURSUANT TO PARAGRAPHS 702.22(1)(a) and 703.36(a) OF THE CANADIAN AVIATION REGULATIONS

Pursuant to paragraphs 702.22(1)(a) and 703.36(a) of the Canadian Aviation Regulations and after taking into account that the authorization is in the public interest and is not likely to affect aviation safety, I hereby authorize Wildcat Helicopters Ltd., 2431 Dominion Road, Kelowna, B.C., to conduct landings and take-offs in an aircraft within a built-up area of a city or town at a place other than an airport or a military aerodrome, subject to the following conditions.

Paragraph 702.22(1)(a) states that for the purpose of subsection 602.13(1), a person may conduct a take-off, approach or landing in an aircraft within a built-up area of a city or town at a place other than an airport or a military aerodrome, if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.

Paragraph 703.36 states that for the purpose of subsection 602.13(1), a person may conduct a take-off, approach or landing in an aircraft within a built-up area of a city or town at a place other than an airport or a military aerodrome, if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.

PURPOSE

The purpose of this authorization is to allow Wildcat Helicopters Ltd., 2431 Dominion Road, Kelowna, B.C., to conduct landings and take-offs within the built-up area of the City of Kelowna, B.C.

APPLICATION

This authorization applies only to Wildcat Helicopters Ltd., 2431 Dominion Road, Kelowna, B.C., when operating for the purpose of placing their Bell 212 helicopter on display at Kelowna Ford Lincoln on February 25, 2005, and conducting approximately five (5) promotional flights to and from Kelowna Ford Lincoln on February 26, 2005.

CONDITIONS

This authorization is subject to the following conditions:

  1. The operation shall take place on Friday, February 25, 2005 and Saturday, February 26, 2005, between the hours of 16:30 and 18:30 Pacific Standard Time, subject to suitable weather conditions.
  2. Operations shall be conducted within the specified hours, under Day VFR conditions, using a Bell 212 type helicopter.
  3. The site of the operation shall be as depicted on the map submitted and held on file with Commercial and Business Aviation, Pacific Region; being the rear parking lot of Kelowna Ford Lincoln on Enterprise Way in Kelowna, B.C.
  4. The aircraft shall conduct a power check immediately before commencing the operation, and the engines shall be at, or above, the manufacturers specifications.
  5. The aircraft shall be flown in compliance within the "Height-Velocity" Diagram contained with the approved Aircraft Flight Manual.
    The aircraft shall at all times be flown along a flight path which, in case of an in-flight emergency necessitating an immediate landing, shall ensure a suitable (autorotational) landing site without endangering persons or property on the ground, or can fly away single engine.
  6. The landing zone (rear parking lot) shall be clearly marked, emptied of all vehicles, secured, clear of and access denied to all pedestrians and vehicular traffic.
  7. Radio communications shall be established between the helicopter pilot and a ground safety coordinator for all takeoffs and landings.
  8. The aircraft shall remain clear of all buildings, structure and/or assemblies of persons at all times.
  9. All personnel involved shall be briefed on the operation, safety precautions and emergency procedures before flight operations commence.
  10. All passengers shall be escorted to and from the helicopter at all times.
  11. The local police authorities and municipalities concerned shall be informed of and acknowledge the operation.
  12. The transit route to and from the site as under (c) above, shall be flown in accordance with Canadian Aviation Regulation 602.14, Minimum Altitude and Distances.
  13. A copy of this authority shall be carried on board the aircraft while operating in Canada.
  14. The operation shall be coordinated with the appropriate Air Traffic Control authority.
  15. The aircraft shall comply with the Commercial Air Service Standards as required under CAR 722.22(1)(b) and 723.36.

VALIDITY

The authorization is in effect until the earliest of the following:

  1. 18:30 hours Pacific Standard Time, British Columbia, on Saturday February 26, 2005;
  2. the date on which any of the conditions set out in this authorization is breached; or
  3. the date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
