AUTHORIZATION PURSUANT TO PARAGRAPHS 702.22(2)(a) and 702.23(3)(a) OF THE CANADIAN AVIATION REGULATIONS

Pursuant to paragraphs 702.22(2)(a) and 702.23(3)(a) of the Canadian Aviation Regulations and after taking into account that the authorization is in the public interest and is not likely to affect aviation safety, I hereby authorize Black Tusk Helicopter Inc., P.O. Box 1469, 46041 Government Road, Squamish, B.C., and their flight crew member to operate a helicopter that is carrying a helicopter Class B external load over a built-up area at altitudes and distances less than those specified in paragraph 602.14(2)(a), subject to the following conditions.

Paragraph 702.22(2)(a) states that for the purpose of paragraph 602.15(2)(a) a person may operate an aircraft over a built-up area at altitudes and distances less than those specified in paragraph 602.14(2)(a), if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.

Paragraph 722.22(3)(a) states that for the purpose of subsection 602.16(2), a person may operate a helicopter that is carrying a helicopter Class B, C or D external load over a built-up area or in an aerial work zone, if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.

PURPOSE

The purpose of this authorization is to permit Black Tusk Helicopter Inc., P.O. Box 1469, 46041 Government Road, Squamish, B.C., to carry out Class B external load operations at altitudes and distances less than those specified in paragraph 602.14(2)(a).

APPLICATION

This authorization applies only to Black Tusk Helicopter Inc., P.O. Box 1469, 46041 Government Road, Squamish, B.C., when operating for the purpose of installing a hot tub at 2308 Greenwood Way, Squamish, BC.

CONDITIONS

This authorization is subject to the following conditions:

  1. The operation shall take place on Saturday, March 18, 2006, alternatively on Sunday, March 19, 2006 between the hours of 10:00 and 12:00 Pacific Standard Time (PST) depending on suitable weather conditions.
  2. Operations shall be conducted within the specified hours, under VFR conditions, using an AS350 type helicopter.
  3. The sites of the operation shall be as depicted on the maps submitted and held on file with Commercial and Business Aviation, Pacific Region; being :

             Site 1: Staging area at the L&A construction site on Pia Road, Squamish, B.C., and

             Site 2: the drop area at 2308 Greenwood Way, Squamish, B.C.

  4. Prior to external load operations the Pilot or a designated person, trained in accordance with 722.76(6)(b)(ii), shall physically inspect all cables, slings, chains and other rigging equipment as applicable. They shall ensure that the rigging equipment's condition and safe working load limits are within the approved design tolerances as suggested by the manufacturer.
  5. The aircraft shall conduct a power check immediately before commencing the operation, and the engine shall be at, or above, the manufacturers specifications.
  6. All personnel involved shall be briefed on the operation, safety precautions and emergency procedures before flight operations commence.
  7. All persons involved shall be knowledgeable of equipment to be used.
  8. The staging area shall be clearly marked, secured, clear of, and access denied to all pedestrians and vehicular traffic.
  9. When exercising the privileges of this Authorization, the staging area and 2308 Greenwood Way, Squamish, B.C., shall be empty of all persons not directly involved in the aerial operation.
  10. When exercising the privileges of this Authorization, Greenwood Way shall be closed to, clear of, and access denied to all pedestrian and vehicular traffic.
  11. When exercising the privileges of this Authorization, the aircraft shall remain clear of all buildings, structures or persons at all times.
  12. The flight profiles shall be arranged, such that in the event of an engine failure, the aircraft can safely land at the sites as under (c) above, without creating a hazard to persons or property on the ground.
  13. The local police authorities and municipalities concerned shall be informed of and acknowledge the operation.
  14. The transit route to and from the sites as under (c) above, shall be flown in accordance with 602.14, Minimum Altitude and Distances.
  15. Persons carried on board the helicopter shall be limited to essential crew only.
  16. A copy of this authority shall be carried on board the aircraft while operating in Canada.
  17. The company shall comply with the Commercial Air Service Standards as required under CAR 702.22(2)(b) and CAR 702.22(3)(b).
  18. A copy of this authority shall be carried on board the aircraft while operating in Canada.

VALIDITY
The authorization is in effect until the earliest of the following:

  1. 12:00 hours PST, British Columbia, on Sunday, March 19, 2006;
  2. the date on which any of the conditions set out in this authorization is breached; or
  3. the date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
