Background
CAR 421.71 does not make mention of any credit to upgrade from a Flight Instructor Class 3 to Class 2 for an applicant who has held a Canadian Forces Qualified Flying Instructor (QFI) Category valid for training on single-engine aeroplanes. Personnel Licensing Handbook Volume 1 Flight Crew (PLH) Part II, Chapter 2, Division 2(c), Section 4(c) allowed some credits for the above mentioned applicant.
Accordingly, a proposal is being submitted to the Canadian Aviation Regulation Advisory Council (CARAC) to amend Canadian Aviation Regulation Standard 421.71(3) as follows:
Include subparagraph (c)
Five (5) of the ten (10) recommendations for the private and/or commercial flight test referred to in 3(b) shall be deemed to have been met in the case of an applicant who has held a Canadian Forces Qualifed Flying Instructor (QFI) Category A1 or A2 valid for training on single-engine aeroplanes.
Action
Transport Canada is to allow the applicants to present themselves for a flight test to upgrade from a Flight Instructor Aeroplane Class 3 to Class 2, once they meet the requirement for 5 recommendations.
Expiry
This policy is effective immediately and will expire once this change is reviewed by CARAC and the policy is either cancelled or incorporated in the CAR Standards.
