  • Transport Canada’s Main Estimates for 2022-23 total $2.85 billion.
  • This represents an increase of 39.0% from Transport Canada’s 2021-22 planned spending and is largely attributed to an increase in Transfer Payments related to the National Trade Corridors Fund (NTCF).
  • These Main Estimates will enable Transport Canada to deliver on key mandate letter commitments and deliver results that will create systemic changes towards a greener and more resilient transportation system.
  • Reference levels in these Estimates do not include Budget 2022 items.
    • Additional amounts identified through Budget 2022 will be sought through subsequent Supplementary Estimates exercises.

BACKGROUND INFORMATION

  • Main Estimates identify the spending authorities (Votes) and amounts required to enable the government to proceed with its spending plans.
  • Transport Canada (TC) is forecasting an increase of $800.7 million (or 39.0%) in net planned spending from 2021-22 to 2022-23. 
    • The funding increase results in $2,628.4 million in voted appropriations and $223.4 million in statutory appropriations.
  • $800.7 million net planned spending increase is related to the following:
  • National Trade Corridors Fund - NTCF ($694.7M)
  • Airport Critical Infrastructure Program – ACIP ($269.8M)
  • Airports Capital Assistance Program – ACAP ($92.1M)
    • Offset by the following funding decreases:
        • Incentives for Zero-Emission Vehicles Program - ZEV ($136.7M decrease before infusion of Budget 2022 funding)
        • Support for Remote Communities, to maintain essential air services during the pandemic ($57.7M funding decrease)
  • TC’s top five (5) planned spending authorities for 2022-23 are all included in the Grants and Contributions (G&C) Vote 10.  The top 5 authorities account for 58.7% of the Total Budgetary request. They are:
    1. National Trade Corridor Fund - $1,101.6M
    2. Airport Critical Infrastructure Program - $269.8M
    3. Airports Capital Assistance Program – $130.1M
    4. Incentives for Zero-Emission Vehicles Program - $92.9M
    5. Program to Protect Canada’s Coastlines and Waterways – $79.1M
