ABSTRACT:
This report undertook to look in detail, by mode, at the accessible transportation standards and/or codes of practice currently in place in Canada and European Union to assess where standards were comparable or differed. The report highlights in significant detail the differences in approaches taken to standard setting, including through national legal requirements and codes of practice. The review of standards covers aircraft/air travel, bus, communication, ferries, non-national airports, passenger terminals and rail. It also assesses the transportation accessibility provisions of the Accessibility for Ontarians with Disabilities Act. The author concludes that the European Union’s approach may be stronger as (1) its legal framework creates a better platform for common enforceable standards; and (2) their use of technical construction standards for bus and rail which allows the setting of higher and more consistent standards from the outset.
