About the Permanent Mission to the ICAO
The Mission promotes Canadian interests and works with other ICAO member states to develop and uphold international norms and rules for civil aviation. Through diplomacy, negotiation and daily monitoring of ICAO activities, the Mission works to advance Canada's interests and promote civil aviation's safe and orderly development.
Hosting such a critically important international organization is an enormous honour. The Mission fulfills its host country responsibilities by ensuring international delegates, staff and their families have the resources they require to live and work in Montreal. We also ensure that the privileges of diplomats working in Canada are respected, and extend diplomatic courtesies wherever possible.
Ms. Annick Goulet: Permanent Representative of Canada to the ICAO
Annick Goulet joined the Department of Foreign Affairs and International Trade in 1999, after having worked as a journalist in Canada, Europe and Asia (1992 to 1998). During her time at Headquarters, she was deputy director for Japan (2008 to 2009) and for nuclear policy (2009 to 2010), director for non-proliferation and disarmament (2010 to 2011) and for commercial affairs with EU and European Free Trade Association countries (2014 to 2015). While in Ottawa, she also had an assignment in the Privy Council Office’s Foreign Policy and Defence Secretariat (2006 to 2007). Positions abroad include a secondment to Japan’s Ministry of Economy, Trade and Industry (2002 to 2003) and a posting at Canada’s embassy in Tokyo (2003 to 2006). She served as counsellor and senior trade commissioner at the embassy in Beijing (2012 to 2014) and as minister-counsellor (economic and trade) at the embassy in Moscow (2016 to 2020), where she also served as chargé d’affaires for Armenia and Uzbekistan (2018 to 2019). Most recently, she served as Ambassador Extraordinary and Plenipotentiary to Romania, Bulgaria and the Republic of Moldova from 2020-2023. Ms. Goulet has degrees in Political Science and Modern Languages (Japanese and Russian) from McGill University, a graduate degree in journalism from École supérieure de journalisme de Paris, and an Executive Certificate in Public Leadership from the Harvard Kennedy School of Government.
