About the Permanent Mission to the ICAO
The Mission promotes Canadian interests and works with other ICAO member states to develop and uphold international norms and rules for civil aviation. Through diplomacy, negotiation and daily monitoring of ICAO activities, the Mission works to advance Canada's interests and promote civil aviation's safe and orderly development.
Hosting such a critically important international organization is an enormous honour. The Mission fulfills its host country responsibilities by ensuring international delegates, staff and their families have the resources they require to live and work in Montreal. We also ensure that the privileges of diplomats working in Canada are respected, and extend diplomatic courtesies wherever possible.
Mr. Douglas Scott Proudfoot: Interim Permanent Representative of Canada to the ICAO
Mr. Proudfoot assumed his current position as Chargé d’Affaires of the Delegation of Canada to the International Civil Aviation Organization (ICAO) on 30 January 2023. Since joining the Canadian Foreign Service in 1987, Mr. Proudfoot held assignments in Nairobi, Delhi, London and at Headquarters in Ottawa as the Director of the Afghanistan and Sudan Task Forces. As a career diplomat, he has served as a Canadian Ambassador and a Head of Mission in Ramallah, Juba and Bamako. From 2002 to 2006, he was appointed as an Alternate Permanent Representative to the International Organisations in Vienna (IAEA, CTBTO, UNODC), and represented Canada in the Conference on Disarmament in Geneva, the NPT Review Conferences and the First Committee of the General Assembly. Mr. Proudfoot has degrees in Philosophy from the University of Toronto and in Renaissance History from McGill University.
