The Aircraft Services Directorate (ASD) is focusing its efforts on ensuring and promoting gender equality, diversity and inclusiveness internal to ASD. ASD also reaches out to industry, educational institutions, tradeshows, to promote our industry to become a more gender balanced career within Transport Canada (TC). ASD will continue its close ties with the aviation industry in the future with the intention of recruiting a more balanced demographic. For the past few years, ASD has attended the Canadian Women in Aviation (CWIA) symposium to develop a stronger champions network and to foster improved understanding of industry specific GBA Plus and women in aviation context. In FY 2022, ASD employees attended the CWIA symposium on behalf of the department.

Some examples (but not limited to) making changes towards our demographic are that ASD had successfully completed an Employment Equity (EE) competition posted externally (21-MOT-EA-HRS-23934), to hire an EL-04 which resulted in hiring a successful female candidate. Nationally, only 2% of licensed Aircraft Maintenance Engineers (AME) are women.  In FY 2021/22, 100% of the AME students hired by ASD through the co-op program were female, with the intent of encouraging the summer students to consider TC as an employer once they become licensed engineers.

ASD will be working with Corporate Human Resources to post another, almost identical, career opportunity at the end of fiscal year 2022-23 or just into fiscal year 2023-24. The intent is to attract women, and other EE groups, into the aviation/technical industry for all of ASD's positions. ASD will continue this trend in the future in the hopes of building a more well-balanced demographic.

GBA Plus Data Collection Plan:

ASD's clients are either other TC directorates, or OGDs, with +90% of ASD's services being provided to OGDs. The influence of ASD's service delivery cannot be discerned from the primary client Gender Based Analysis (GBA) Plus activities. ASD is focusing its efforts on ensuring and promoting gender equality, diversity and inclusiveness internal to ASD. ASD contributes indirectly to multiple pillars of the GBA Plus framework through ensuring that its internal policies and actions promote gender equality, diversity and inclusiveness in its work with the public and private sectors. The directorate is committed to supporting the pillars and goals of the GBA Plus framework by allocating time and resources for training and activities on an ongoing basis to advance GBA Plus objectives. Comprehensive data on gender, and other intersecting factors, are not needed for measuring results of the program. Based on the assessment carried out by ASD, programs managed by the directorate were not expected to differentially affect gender, or other identity groups. ASD will continue to monitor its programs for opportunities to contribute to GBA Plus. As part of GBA Plus activities, ASD is proactively seeking to recruit greater diversity from the male-dominant aviation industry, is updating official directorate policy documents (such as the Maintenance Control Manual) to utilize gender neutral vocabulary and is updating its clothing policy to enhance clothing options available to its employees. 

ASD's functions supports a broadly male-dominated occupational group (technical groups such as AO's and EG's) but changing the distribution of benefits would be incumbent on all participating OGDs responsible for hiring. GBA Plus data collection with respect to OGD clients may be occurring within their own departmental purview.

GBA Plus Data Collection Plan:

When TC launched the Canadian Drone Advisory Committee (CanaDAC), TC worked to ensure membership diversity taking into consideration factors such as gender, regional and geographical location, linguistic diversity, and participation from traditionally underrepresented communities (e.g., Indigenous communities). For example, currently 30% of the committee are women, well above the industry estimates of 5%. Additional efforts will be made to achieve gender parity if the committee is renewed for a second term in 2023. The Department also continued to work with the National Research Council on RPAS-related research and development projects, including human impact severity testing across different body sizes and sexes to develop inclusive, data driven, risk assessment tools.

GBA Plus Data Collection Plan:

The Emergency Management Program monitors emerging or potential threats to the national transportation system and works to ensure that the department is ready to manage and respond to emergency situations affecting Canada's transportation system. The Program is not designed to offer individual benefits. By its nature, it is broader in scope and about managing and maintaining the safety and security of Canada's critical transportation system for the broader public good. The relationship is much more indirect than a program where the beneficiary are individuals. Before data can be collected, and indicators even identified, more work is required as to how to apply a GBA Plus framework to an emergency management program like TCs.

GBA Plus Data Collection Plan:

The objective of ISSO's security programs is to support Transport Canada's mandate to promote a safe and secure transportation system for all Canadians. Since the focus and effect of the programs is that of public safety, a GBA Plus lens is more challenging to apply in the 2021-22 DRR or DP.  While there is no obvious GBA Plus application for the programs, the TC employees that oversee them are gender balanced, including regional inspectors and sensitive to inclusive client engagement.

Officials of the program work to ensure all clients are included in the information sharing of intelligence received by the program officials to ensure no unintended differential treatment of clients. GBA Plus Data Collection Plan:

The labour strategy may support internal and external consultations to collect and review demographic data on specific transportation sections. The strategy plans to continue to encourage industry, internal TC programs, and other federal programs/initiatives to collect and review GBA Plus demographic data.

The Multimodal and Road Safety Programs (MRSP) is participating in the GBA Plus and Bias Sensitivity, Diversity and Identity (BDSI) Cyber Security Working Group led by Public Safety.  This working group provides a dedicated space to foster collaboration and discuss challenges, sharing best practices, tools, lessons learned, and training opportunities while developing a unified approach to GBA Plus analysis for the cyber security community within the federal government.

GBA Plus Data Collection Plan:

The government's new impact assessment regime examines environmental, health, economic, and social impacts, including gender-based analysis, and provides a more comprehensive picture of a project's impacts on communities to better inform decision-making. This information is gathered on a case-by-case basis for individual projects.

The Navigation Protection Program issues approvals pursuant to the Canadian Navigable Waters Act, taking into account all relevant information, including GBA Plus considerations. Further, a new public registry allows communities to comment and have their voice heard on proposed works on navigable waters, before work proceeds.

Moreover, the Navigation Protection Program is currently developing regulations and supporting policies and exploring the potential for partnership agreements with Indigenous communities in the administration of the program. GBA Plus information and analysis will support decision-making processes for these initiatives.

When undertaking consultation and engagement activities, the Indigenous Relations and Navigation Protection Program (IRNP) encourage internal stakeholders to work together with Indigenous groups and communities to identify approaches that are inclusive, community-based and community-led.  Traditional Indigenous forms of governance, such as the clan system and Elders/Women's/Youth Councils, are intrinsically inclusive and model GBA Plus.

2022-23 Plans

The Navigation Protection Program will strengthen the protection of Canada's navigable waters by continuing to administer and implement the Canadian Navigable Waters Act, including the process for adding navigable waters to the schedule of the Act, pursuing new partnerships with Indigenous groups, and advancing regulatory proposals to create Cost Recovery Regulations to establish fees for services; and create new administrative monetary penalty regulations to strengthen enforcement. GBA Plus information and analysis will support decision-making processes for all of these initiatives.

Through the implementation of the Wrecked, Abandoned or Hazardous Vessel Act, the Navigation Protection Program protects Canada's waterways and marine ecosystems.  The Navigation Protection Program will continue to strengthen and build relationships with Indigenous Peoples, by advancing initiatives promoting the creation of economic opportunities for Indigenous businesses and communities in addressing vessels of concern.

GBA Plus Data Collection Plan:

The Operation Lifesaver agreement includes indicators that could be used for GBA Plus including the # of Individuals from Indigenous Communities reached through face-to-face outreach, and # of deaths as a result of crossing and trespassing incidents.

RSIP is expected to provide economic and social support for all Canadians through safer rail operations and through the avoidance of rail incidents and accidents, although there could be differential direct impacts on Expected Quality of Life Indicators for different groups of Canadians. While the majority of the rail industry who identify as male, women's workforce participation in the transportation sector and related trades has been on the rise in recent years. Despite being directly involved in rail operations, TC will support inclusive rail safety initiatives that target vulnerable groups (e.g., Operation Lifesaver [funded through RSIP] has an Indigenous Outreach component). Efforts to make grade crossings safer and to reduce trespassing are intended to save lives across Canada in areas where there is potential for human interaction with rail tracks, property and/or vehicles. The 5-year rail accident rate and the rail incident rate are indicators that TC tracks to evaluate the performance of RSIP.

GBA Plus Data Collection Plan:

TC works closely with other federal departments (OGDs) to conduct security clearances on these sector workers.  In 2021-22, an updated TSC online application form was implemented that includes the option of "another gender". TC worked with OGDs to ensure this option would work within their systems. The new form will continue to undergo iterative improvements (i.e. digital signatures, data minimization review) based on industry and client feedback and available new technologies.

Also in 2021-22, the program released a new records management system - The Vault - that is built to collect structured and consistent data, which will allow for easier/more fulsome data analysis going forward.

GBA Plus Data Collection Plan:

TDG Regulatory Framework work applies mostly to companies, rather than having direct impacts on individuals or designated minority groups (e.g., indigenous persons, visible minorities, persons with disabilities, etc.). TDG regulatory proposals have an overwhelming focus on harmonization and safety.  Consequently, when applying the GBA Plus lens to these proposals, it is rare for these to marginalize or negatively affect either gender or any vulnerable populations. In addition, TDG has different regulatory consultation mechanisms in place to consider potential impacts on indigenous communities. These consultations support education and awareness activities, thereby enhancing community safety and indirectly benefiting these communities.

Section 1: Institutional GBA Plus Capacity

The Gender Based Analysis (GBA) Plus Responsibility Centre ensures that GBA Plus is integrated into decision-making processes, by requiring every Budget proposal, Memorandum to Cabinet, and Treasury Board Submission undertake a rigorous assessment of the potential implications of all policies or programs on diverse populations of Canadians. GBA Plus indicators are included and monitored in programs' Performance Information Profiles.

The GBA Plus Responsibility Centre provides advice and guidance to decision makers within the Department. The Centre provides support to programs through training, coaching services, and by providing access to gender-diversity data so that programs can make informed decision-making with respect to diverse Canadian populations.

In 2021-22, the Department created new champion roles for GBA Plus.
