Description of the horizontal initiative: The OPP continues to advance measures to prevent and respond to marine pollution incidents, address abandoned, wrecked and hazardous vessels, and take action to restore coastal habitats and mitigate the impact of day-to-day vessel operations on marine mammals.

Through the OPP, Transport Canada (TC) and OPP-partner departments are taking action to improve marine safety and enforce responsible shipping practices. These contributions are helping to: protect Canada's waters and marine environment; restore and protect marine ecosystems and habitats; and, improve collaboration with Indigenous and coastal communities.

Governance structures: An interdepartmental senior management oversight committee is in place to: maintain oversight of activities; facilitate coordination amongst departments; and provide strategic direction on the OPP. The committee is responsible for reviewing the interdepartmental reporting structure and overseeing the interdepartmental delivery of the OPP.

Performance highlights: Over the course of 2022-23, work under all 4 pillars of the OPP was advanced. Under the Marine Safety pillar, TC held engagement sessions to discuss the proposed amendments to the Canada Shipping Act, 2001 to address critical gaps in the marine safety system. The amendments (introduced in spring 2023) will strengthen requirements for oil spill response, environmental protection, enforcement, and compliance, while also ensuring Canada's legal framework is aligned with new international standards and modern regulatory practices. Under this same pillar, the Marine Pollution Preparedness and Response (MPPR) initiative also undertook external engagement efforts with Indigenous communities, marine industry stakeholders, and targeted provincial/territorial contacts. The National Aerial Surveillance Program (NASP) completed its surveillance activities in the Arctic for the 2022 shipping season.

Through 2022-23, under the Advancing Indigenous Partnerships and Engaging Canadians pillar, the OPP continued to enable relationship building, engagement, partnership development, collaboration, and co-development with Indigenous peoples, nations, and organizations. To further support sustained engagement in OPP initiatives and ensure a greater role for indigenous peoples in Canada's marine system, the Government of Canada announced the Indigenous Marine Coordinator (IMC) program in March 2023.

During 2022-23 under the Protecting and Restoring Marine Ecosystems pillar, various achievements were made such as: the launch of the Ballast Water Innovation Program, which will play an important role in further reducing the spread of aquatic invasive species in the Great Lakes and St. Lawrence River region; continued progress under the Comprehensive Strategy for Vessels of Concern which, over the course of July to December 2022, assessed more than 32 vessels and addressed more than 76 vessels to ensure safer navigable waters; and continued work under the Reducing the Threat of Vessel Traffic on Whales and Other Marine Mammals through Detection and Avoidance initiative to investigate the implementation of acoustic and infra-red camera whale detection systems, as well as computer software capable of detecting underwater whale calls.

Under the Strengthening the Evidence Base pillar over the course of 2022-23, the Natural Resources Canada Multi-Partner Research Initiative launched an open call for proposals to seek applications from a variety of groups including, Indigenous peoples, academia, and NGOs. In terms of the Fisheries and Oceans Canada Environmental Response Science initiative, multi-year contracts were developed to advance priorities under the initiative. Consultants were also engaged, and procurement processes were completed. Four academic contribution agreements were successfully developed during 2022-23.
