Upcoming phase-out deadlines for Class 111 tank cars used in flammable liquids service

The purpose of this advisory is to inform industry stakeholders of an upcoming deadline regarding the phase-out of Class 111 tank cars in flammable liquids service in Canada.

As per the requirements of Transport Canada standard TP14877 [PDF, 2.67 MB] Clause 10.5.6, jacketed and unjacketed legacy Class 111 tank cars, as well as jacketed and unjacketed enhanced Class 111 tank cars (also known as jacketed and unjacketed CPC-1232 tank cars) will no longer be permitted to be used to import, offer for transport, handle or transport Class 3, Flammable Liquids as of May 1, 2025.

It is important to note that these requirements are reflected in standard CAN/CGSB-43.147-2023 via Clause 10.5.5. Standard CAN/CGSB-43.147-2023 is intended to replace standard TP14877 in the Transportation of Dangerous Goods Regulations as part of a regulatory amendment that is currently in process.
