CTC special permits

Clause 4.1.1.1 (d) of CSA B340 allows cylinders manufactured until the end of 1992 in accordance with permits issued under the Canadian Transport Commission (CTC) “Regulations for the Transportation of Dangerous Goods by Rail” to continue in use to transport Class 2 dangerous goods in accordance with the terms of the respective CTC Permit.

Clause 5.1.9 of CSA B340 specifies that seamless aluminum cylinders manufactured in accordance with special permit CTC SP 890 or CTC SP 922 must be used in accordance with the requirements applicable to specification DOT-3AL cylinders while clause 24.2.1.17 of CSA B339 specifies that seamless aluminum cylinders manufactured in accordance with special permit CTC SP 890 or CTC SP 922 must be requalified in accordance with the requirements applicable to specification DOT-3AL cylinders.

Any of the following CTC special permits will be provided by email or fax on request. Each CTC special permit document indicates the permitted use and periodic requalification requirements for a cylinder manufactured under that special permit. A cylinder manufactured under a CTC special permit has the special permit number marked on it. Prior to using or requalifying a CTC special permit cylinder you must obtain a copy of the CTC special permit document if you don't already have it, by contacting a Transport Canada means of containment specialist by email at tdgcontainers-tmdcontenants@tc.gc.ca. Include the text "CTC Permit" in the subject line.

In reviewing the CTC special permits, you will notice that the permits have expired. Unlike Equivalency Certificates, the CTC special permits are valid beyond their expiry date because Clause 4.1.1.1(d) of CSA B340 authorises their continued use.
