Disclosure of Transfer Payment Programs Under $5 Million

To provide funding to projects that improve the safety of air transport operations in parts of the world that require assistance.

The projects under this Program involve cooperative agreements between defined groups of states, with the goal of establishing a self-sustaining safety oversight system within those states.

To provide federal co-funding in the form of contributions to the Provinces, Territories and the Canadian Council of Motor Transport Administrators to help establish a national regulatory framework for motor carrier safety.

Provinces and Territories

Non-profit organizations (e.g., the Canadian Council of Motor Transport Administrators)

To assist designated airports in financing eligible operating deficits to ensure essential operations and maintenance are completed at those airports.

Municipalities and local organizations

To fulfill the Government of Canada’s commitments under the 1982 Labrador Air/Marine Services Agreement with the Province of Newfoundland and Labrador to support the restoration of airstrips along the Labrador coast.

This transfer payment ensures the operational capability of the airstrips are maintained at the level necessary to meet Transport Canada airport certification requirements.

The goal of the Boating Safety Contribution Program is to promote boating safety awareness and advance boating safety practices through education and outreach to recreational and commercial fishing boaters.

These include:

• Provinces and territories;
• Municipalities and local organizations (e.g., public safety organizations and enforcement services);
• Non-profit organizations (e.g., educational and healthcare institutions); and
• Entities with facilities specializing in safety and medical research.

To make supplemental pension payments to former employees of Newfoundland Railways, Steamships and Telecommunications Services who transferred to Canadian National Railway following the union of Newfoundland with Canada. Transport Canada assumed responsibility for the portion of pension costs not payable by Canadian National Railway or the Government of Newfoundland and Labrador for the transferred employees.

To contribute to improved roads, safety, environmental protection and a more efficient transportation system by:

• Identifying common interests;
• Developing and harmonizing best practices among jurisdictions; and

Improving the knowledge base to produce better decisions and policies.

Non-profit organizations (i.e., the Transportation Association of Canada)

To increase the safety of air transport operations by ensuring that funds are available to cover the operation and financing of facilities and services for the safety of international air traffic provided by Denmark and Iceland for civil aircraft flying across the North Atlantic.

International organizations and foreign countries (e.g., the International Civil Aviation Organization)

The purpose of this Contribution Program is to provide funding assistance for scholarships awarded by the Canadian Transportation Research Forum in an effort to:

• Promote and encourage transportation research in Canada; and
• Support capacity building within the transportation sector.

The overall objective of this Program is to encourage the effective participation of Indigenous and local communities (as well as increase the capacity of those communities) to engage and share their knowledge and expertise in the development and improvement of Canada’s marine transportation system, including area response planning activities.

In 1963, an agreement was put in place with CN once tolls were no longer collected from owners or operators of vehicles using the bridge. The agreement has not affected, in any way, CN’s:

• Right of ownership of the bridge and the roadway facilities; nor
• Power to regulate and control the vehicular traffic allowed to use the bridge.

Since the effective date of the agreement, CN has continued to make the roadway facilities on the bridge available for public use in return for compensation received from Transport Canada towards the operation, maintenance and repairs of the roadway portion of the bridge and the approaches.

Canadian National Railway Company (CN)

The Outaouais Road Development Agreement makes contributions to the Government of Quebec for highway efficiency and safety improvements in the Outaouais region, while encouraging regional and industrial development and tourism in the National Capital Region.

The Government of Quebec is the sole eligible recipient under the Outaouais Road Agreement.

The overall objective of this Program is to promote a clean transportation system by reducing air pollutants and/or greenhouse gas emissions from transportation through:

• Measuring or improving the intensity of these emissions; and
• Encouraging the transportation sector to innovate, develop and/or adopt technologies and practices that reduce greenhouse gas emissions and/or the emissions intensity of air pollutants.

This includes:

• Provinces and territories, including provincially- and territorially-owned transportation entities;
• Municipalities, including municipally-owned entities, and local and regional governments;
• Indigenous governments, tribal councils and other forms of Indigenous regional government;
• Nationally or regionally representative Indigenous organizations, and/or Indigenous development corporations;
• Public sector organizations;
• Not-for-profit private sector organizations;
• For-profit private sector;
• Canada airport, port and transit authorities;
• Universities and other academic institutions;
• International organizations and foreign states; and
• Individuals.

This Initiative provides funding for a series of measures that are designed to improve our understanding of climate-related vulnerabilities affecting federally-owned transportation assets, so that we can improve the resilience of Canada’s transportation infrastructure and systems.

This includes:

• Federal Crown corporations (e.g., The Jacques Cartier and Champlain Bridges Incorporated, the National Capital Commission, the Federal Bridge Corporation Limited);
• Not-for-profit private sector organizations (e.g., the St. Lawrence Seaway Management Corporation);
• For-profit private sector organizations;
• National Airports System airport authorities
• Canada Port Authorities that are subject to the Canada Marine Act; and
• Universities and other academic institutions.

The purpose of the Northern Transportation Adaptation Initiative is to provide federal support for a series of measures designed to increase the capacity among northerners to adapt transportation infrastructure to a changing climate, thereby promoting the safety and efficiency of that infrastructure.

These include:

• Provinces and territories, including provincially- and territorially-owned entities;
• Municipalities, including municipally owned entities;
• Indigenous governments, tribal councils and other forms of indigenous government; and nationally or regionally representative Indigenous Organizations, including Indigenous development corporations;
• Public sector organizations;
• Not-for-profit private sector organizations;
• Universities and other academic institutions; and,
• Individuals.

To support the competitiveness and innovation of Small-to-Medium Canadian businesses. Funds early-stage and pre-commercial research and development to advance the safety, efficiency and/or environment performance of Canada’s transportation system.
