2. Purpose

2.1 To assist Marine Safety Inspectors (MSI) in applying the Policy, concerning the safety assessment of dead ship towing operations, prior to the departure from Canadian waters on an international or domestic voyage.

3. Authority

3.1 This procedure is developed under the authority of the Marine Safety and Security Executive Committee (MSSE) and in accordance with the objectives of the Canada Shipping Act, 2001.

4. Scope

4.1 This procedure is intended to be used as a guide to TC MSIs for assessment and the Inspection of the dead ship towing operations before the departure from Canadian waters on an international or domestic voyage, and under the policy on Assessment of Dead Ship Towing Operations, RDIMS # 10436776.

4.2 The role of TC MSI is to verify the information contained in the Checklist for Dead - Ship Towing Operation (Form 85-0504), which was developed under Canadian and International standards, including the International Maritime Organization’s (IMO) Guidelines for Safe Ocean Towing (MSC/Circ. 884).

5. Responsibility

5.1 The Executive Director, Navigation Safety and Oversight Standards, is responsible for the development, maintenance, and continuous improvement of the procedure.

7. Procedure

7.1 Upon receipt of a request from the Authorized Representative of a dead ship towing operation, an MSI will be assigned to review and validate the Safety Assessment of the towing operations departing from Canadian waters on an international or domestic voyage.

7.2 The MSI will review the Checklist for Dead-Ship Towing Operation submitted by the towing master for specifics of the dead ship and its history in order to determine the structural and watertight integrity, as per the National and the International Maritime Organization’s (IMO) standards.

7.3 The MSI will carry out an on-site inspection to determine the overall condition of the dead ship, assess the checklist for compliance with the Canadian standards and the IMO’s MSC.1/Circ. 884.

7.4 The MSI designated as Port State Control Officer (PSCO) may conduct PSC inspections if the towing vessel is a non-Canadian vessel (or foreign-registered).

7.5 If deficiencies are found, the master will be notified and required to rectify the deficiencies before departure in accordance with established procedures.

7.6 The Master/AR is responsible for providing such confirmation. The PSCO will verify that all deficiencies have been rectified.

7.7 If the safety assessment of the dead ship towing operation and the inspection of the towing vessel, are deemed satisfactory to the attending MSI, the towing vessel and the dead ship may depart.

7.8 The MSI will notify the appropriate regional offices if the towing vessel and the dead ship are transiting through their region.

8. Date of application

8.1 This procedure came into force on March 16, 2015, and revised on September 17, 2024.

9. Date for review

9.1 This procedure shall be in effect until rescinded and or until Regulations replaces it.
