Policy Objectives
1.1 To promote a paperless process, provide clients Footnote 1 with electronic vessel plan Footnote 2 approvals, and adopt a paperless data storage process and thus improve Technical Services (TS) efficiency.
1.2 To encourage applicants to provide electronic submissions of plans or technical documents for TC approval.

Policy Statement
2.1 All vessel plan and vessel plan related documents and forms (i.e. a client “submission”) submitted to TCMSS for electronic approval must adhere to the national procedure (RDIMS 10403430).

Scope
3.1 This policy applies to all electronic vessel plan approval functions required by regional and headquarters plan approval staff, as documented in the national procedure (RDIMS 10403430).

Authority
4.1 This policy falls under the overall administrative authority of the Director General, Marine Safety and the Marine Safety Executive has approved this policy for general application.

Accountability
5.1 The Executive Director, Domestic Vessel Regulatory Oversight, is accountable for the development, approval and maintenance of this policy.
5.2 The Manager, Small Vessels and Fishing Vessels (AMSDS), and the Manager, Arctic and Large Vessels (AMSDL), are the OPI for this policy.
5.3 The Regional Directors, Marine Safety and Security, are responsible for the implementation of this policy.

Responsibilities
6.1 Client
6.2 Transport Canada Marine Safety and Security (TCMSS) requires that all clients whom require TCMSS plan approval, submit vessel plans to the generic regional e-mail address, by e-mail in editable, Portable Document Format (.pdf) not larger than 10 megabytes.
6.3 Regions
6.3.1 To adhere to the national procedure (RDIMS 10403430).
6.4 National Headquarters
6.4.1 To monitor regional electronic plan approval functions.

10.1 This policy comes into effect on March 31, 2015.

Date for Review or Expiry
11.1 This policy is to be reviewed within twenty four months of its coming into effect and at a frequency of not more than five year thereafter.
