Subject: Requirements    for Passenger Safety Management or Specialized Passenger Safety Management    (Ro-Ro Vessels) Certificate or Endorsement

Purpose

This Bulletin explains changes to requirements for obtaining a Passenger Safety Management ( PSM ) or a Specialized Passenger Safety Management (Ro-Ro Vessels) (S- PSM ) certificate or endorsement.

  • Applicants for PSM or S- PSM certificate or endorsement are no longer required to hold a valid medical certificate or a valid provisional medical certificate and a valid marine basic first aid training certificate.
  • Holders of a PSM or  S- PSM certificate or endorsement are no longer required to hold a valid medical certificate or a valid provisional medical certificate to work on board a passenger-carrying vessel or for the renewal of a PSM or S- PSM certificate or endorsement.

Transport Canada Marine Safety (TCMS) will amend Sections 229 and 230 of the Marine Personnel Regulations ( MPR ) to reflect this Ship Safety Bulletin.

The changes explained in this bulletin do not apply to requirements for any other certificate or endorsement.

Scope

This bulletin applies to:

  • a person who already holds, or who has applied for a PSM or S- PSM certificate or endorsement. This information does not apply to any other certificate or endorsement.
  • a Canadian registered vessel that is required by MPR subsection 229 and 230 to employ a person holding a PSM or S- PSM certificate or endorsement.

Background

In its review of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended in 2010 ( STCW 2010), Transport Canada Marine Safety noted excessive requirements in the MPR :

  • To obtain a PSM or S- PSM certificate or endorsement an applicant must, in addition to meeting the STCW 2010 requirements, hold either a valid medical certificate or a provisional medical certificate issued by the Minister and a valid marine basic first aid training certificate.
  • To be employed onboard a Canadian registered vessel, holders of a valid PSM or S- PSM certificate or endorsement must, in addition to meeting the STCW 2010 requirements, hold either a valid medical certificate or a provisional medical certificate issued by the Minister.

The STCW 2010 requirements for these certificates or endorsements are strictly documentary evidence of training for which neither medical fitness nor first aid training are required.

Transport Canada Policy

To help ensure a smooth transition from the Marine Personnel Regulations ( MPR ) to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended in 2010 (SCTW 2010), TCMS will allow an applicant for a PSM or S- PSM to obtain these certificates or endorsements without having to provide the examiner with a:

  • valid medical certificate or a valid provisional medical certificate issued by the Minister as required by MPR paragraph 111(b); and
  • marine basic first aid certificate required by MPR section 157 or 158.

The TCMS office will also allow the holder of a PSM or S- PSM certificate or endorsement to work onboard a Canadian registered vessel in accordance with MPR section 229 or 230, and to renew such a certificate or endorsement without holding a valid medical certificate as required by MPR subsection 200(7) or paragraph 111(b).
