Subject: Information on Passengers

This Bulletin has been replaced by Bulletin No. 06/2007.

Following recent Transportation Safety Board investigations and international passenger ferry accidents, this bulletin sets out current recommendations with respect to maintaining passenger counts on passenger ferries.

  1. All persons on board passenger ferries should be counted prior to departure. The vessel operator should ensure that the passenger count is recorded and readily available to the master.
  2. Details of persons who have declared a need for special care or assistance in emergency situations should be recorded and communicated to the master prior to departure.
  3. Where communication facilities permit, the information required by sections (1) and (2) should be kept by an identified person ashore and made readily available to search and rescue services when needed.
  4. Where communications facilities are not in place, the passenger count should be left in an accessible, marked location ashore prior to departure.
