Subject: Oil Transfer Operations in the Arctic

1. In carrying out oil transfer operations in the Arctic, mariners are reminded of the need to maintain vigilance in all aspects of the operation to avoid spills. Particular attention is to be given to the condition and surveillance of hoses, to ensure that they have been properly pressure tested and deployed in a manner that minimizes the risk of their failure in tension.

2. All incidents involving spills must be reported to a Pollution Prevention Officer, without delay, as required by Section 30 of the Arctic Shipping Pollution Prevention Regulations. Failure to do so may render those responsible subject to severe personal fines under the offence provisions of Section 19 of the Arctic Waters Pollution Prevention Act.
