Subject: The Paris Memorandum of Understanding’s New Inspection Regime (Amendment 2011-07-21)


This Bulletin applies to ship owners and operators visiting ports and anchorages in the Paris Memorandum of Understanding’s (Paris MoU) region.


This Bulletin explains the Paris MoU ’s new inspection regime (NIR) that came into effect January 1, 2011. The  NIR replaces Target Factor by Ship Risk Profile:

  • identifies ships as low, standard, or high risk; and
  • awards low risk ships longer inspection intervals.


In 1982, fourteen (14) European countries agreed to coordinate port inspections. This voluntary agreement is known as the Paris MoU .  Canada is one of the 27 countries that are now part of the Paris MoU .

The NIR :

  • identifies ships as low, standard, or high risk;
  • awards low risk ships inspection intervals of 24 to 36 months, instead of the former interval of 6 months; and
  • inspects all ships visiting ports and anchorages in the Paris  MoU region, rather than the old target of 25 percent. 

All ship types, regardless of age, can qualify as low risk if they meet certain criteria. The most important is that the flag of the ship must: 

  • appear in the “White List”, published in annual report of the Paris MoU ;
  • have undertaken the Voluntary  IMO Member State Audit Scheme ( VIMSAS ) and written a letter to the Paris MoU, along with the Executive Summary of the audit report.

Canada is not on the Paris MoU “White List” due to insufficient inspections of Canadian ships under the Port State Control regime. Accordingly, Canadian ships cannot be ranked as meeting the low risk category starting January 1, 2011 because of not having met the above criteria.

Other criteria for qualifying as a low risk ship include:

  • being a high performance Recognized Organization (RO);
  • being an organization recognized by one or more Paris  MoU member states ( RO ); 
  • being a high performance company;
  • having five or less deficiencies found during each inspection carried out in the previous 36 months; and
  • having no detentions within the previous 36 months.
