Subject: Revision to Simulated Electronic Navigation Courses

General

The purpose of this Ship Safety Bulletin is to advise industry and applicants for certificates of competency of the revised SEN program. A draft copy of the new Course Outline and Approval Conditions, publication TP 4958, has been sent to all Coast Guard Ship Safety Offices, where full information of the course changes may be obtained.

Implementation

The new SEN program will be implemented on 1 September 1989.

The revised sen program

The revised SEN training program will maintain the two levels ie., SEN 1 and SEN 2, with training in ARPA included in each. The present ARPA stand-alone course will be continued for persons only requiring ARPA training. The attached tables detail the hours required for each course together with the course prerequisites.

Following are some of the major changes to the program.

  1. Examination 042 will be discontinued as of September 1989 and the relevant items from this examination incorporated into the SEN program. The balance of the items will be included, where appropriate, in examination 041,062, and a multiple choice examination which will replace the present 021 examination.
  2. The multiple choice examination will be given at the schools conducting the course and will be subject to scrutiny and monitoring by Coast Guard. The 18 months sea service presently a prerequisite for examination 021 will be a prerequisite for the SIM 1 examination.
  3. The designations SIM 1 and SIM 2 will be given to the examinations conducted by Coast Guard after completion of SEN 1 and SEN 2 respectively. These are the designations which will be entered into the candidates record of examination (EXN 17).
  4. Determination of compass errors and correction of courses will be included in examination 041.
  5. Training on the use of the sextant may be given at any marine school. An EXN 24 will be issued and reported upon by the school and will be a prerequisite for the 051 examination.
