Subject: Ship's Drain Plug

  1. The purpose of this bulletin is to draw attention to the necessity for special care to be taken when removing drain plugs from ship's tanks or double bottoms which contain oil.
  2. A recent incident which led to a substantial clean-up cost took place when a bottom plug was removed from a fuel tank allowing 19 tons of oil fuel to drain into a drydock.
  3. It is recommended that drain plugs when renewed be modified as per attached sketches which illustrate one method of controlled sampling of tank contents before the plug is completely removed.
