New Greenhouse Gas Reporting Requirements - SSB No.: 09/2023

Scope

This bulletin applies to all Canadian vessels:

• of 400 gross tonnage and above, and
• that operate on international voyages, and
• match the applicable vessel types set out in Chapter 4 of MARPOL Annex VI.

This bulletin does not apply to vessels that operate solely within Canadian waters and within the Great Lakes- St. Lawrence Seaway System. Regulations are being developed for these vessels and will be shared in the future.

Purpose

This bulletin explains new greenhouse gas (GHG) requirements for the:

• Energy Efficiency Design Index (EEDI) reporting, which came into force April 1, 2022.
• Energy Efficiency Existing Ship Index (EEXI) and the Carbon Intensity Indicator (CII) which both came into force on January 1, 2023.

These new provisions are to be incorporated into the Vessel Pollution and Dangerous Chemicals Regulations.

What you need to know

In June 2021, the International Maritime Organization approved new data reporting requirements and short-term measures to reduce GHGs from international shipping.

Annual data requirements for the Carbon Intensity Indicator

Every year, the Authorized Representative (AR) of a vessel of 5000 gross tonnage and above is to collect fuel oil consumption data and use it to calculate the vessel’s annual operational Carbon Intensity Indicator for the preceding calendar year.

Before collecting the data, the Ship Energy Efficiency Management Plan (SEEMP) is to be revised by the AR to include the methodologies to conduct these annual data reporting requirements and submit it to the Recognized Organization (RO) for approval no later that April 1, 2023.

The AR is to report this data to a RO by March 31 of the next calendar year.

How to verify and submit data

The AR is to submit the vessel’s data to a RO for verification of the data based on guidelines from the International Maritime Organization.

If the vessel is rated “D” for 3 consecutive years, or rated “E” for 1 year, the AR is to create a plan to reach the vessel’s required Carbon Intensity Indicator, add it to the revised SEEMP and send it to the RO within 1 month.

If the RO determines that the vessel is complying with these data reporting requirements, a “Statement of Compliance” will be issued to the vessel by May 31 of the following year.
