You must have a Candidate Document Number (CDN) before you can apply for a certificate, endorsement or related document.

Canadian vessels that hold a safety certificate are required to have a safe manning document, in accordance with the Marine Personnel Regulations.
Get a dispensation
A dispensation allows a specific person to occupy a position on a specific vessel that requires a certificate or endorsement when no one with the required certificate or endorsement is available.
