Effective September 25, 2025, Transport Canada will issue safe manning documents using a new template. All currently valid safe manning documents issued in the previous format will remain valid until the expiry date shown on the document.
A safe manning document specifies the minimum complement and certification/training requirements needed to safely operate a vessel. Safe manning documents are issued to Canadian vessels by the Minister of Transport and are valid for up to 5 years.
Who needs to apply
Canadian vessels that hold a safety certificate are required to have a safe manning document, in accordance with the Marine Personnel Regulations. Any vessel operating without a required safe manning document may be subject to penalties.
Penalties
The Administrative Monetary Penalties and Notices (CSA 2001) Regulations allow Transport Canada to impose penalties between $600 to $25,000 CAD on any vessel operating without a valid safe manning document or failing to comply with the requirements specified in the document.
