Article I

Purpose & Aim

This memorandum of understanding provides an administrative framework, which allows for the recognition of the regulatory hours of rest and personnel licensure/certification applicable to each nation's trading vessels while trading in the domestic waters of either the United States or Canada.

Tier I – Policy – Clarification of the term 'rigidly connected'

1 Policy objective

1.1 The objective of this policy is to provide clarification of the term "rigidly connected" as used in the Collision Regulations.

1.2 This will help ensure a common understanding and consistency in the application of the Collision Regulations in the case of a pushing vessel and a vessel being pushed ahead that are "rigidly connected" in a composite unit.

Overview

This TP 15111 E - Small Vessel Compliance Program Passenger & Workboat (SVCP-PW) – Detailed Compliance Report (DCR) and Guidance Notes assists small vessel owners and authorized representatives (ARs) in their obligation to meet the regulations and requirements set out in the Canada Shipping Act, 2001 (CSA, 2001). The guidance notes assist these stakeholders in completing the DCR required for enrollment in the Small Vessel Compliance Program (SVCP).
