If you are a foreign air operator, you must follow additional procedures to offload traffic at a Canadian airport and/or carry dangerous goods when you make a technical landing. These are required for all aircrafts registered in an International Civil Aviation Organization (ICAO) and non-ICAO member state.
Offloading traffic at Canadian airports
You may make a technical landing to offload at a Canadian airport where it is needed for the safety of people or property.
To transfer the traffic and/or crew to another aircraft, you may need to get permission from the following organizations, as applicable:
- Transport Canada
- Canadian Inspection Services on behalf of:
Airport access
Unless your operational requirements dictate otherwise, you may make technical stops only at these international airports:
At civilian airports, it is your responsibility to notify the airport manager and Canada Customs before arrival.
At military airports operated by the Department of Defence, you usually must get prior permission to make a stop.
For current airport information, consult the Canada Flight Supplement or an equivalent document.
Listing dangerous goods
If the aircraft is carrying dangerous goods, you must provide information about the:
- class of goods
- quantity (weight in each class)
- shipping name of the dangerous good(s)
- United Nations number
You must also submit:
- a written statement that: "The dangerous goods are packaged in accordance with the International Air Transport Association/ICAO Requirements, and if applicable, the Nuclear Safety and Control Act"
- confirmation that the flight has been allowed by the civil aviation authority of the state where the flight began and the civil aviation authority where you are registered
