Regulatory Stock Review Plan 2023-2028

Transport Canada is committed to ensuring that the regulations that it administers are effective and efficient. This is achieved through both its Forward Regulatory Plan as well as periodic stock review of Transport Canada's regulations. Periodic stock reviews help to ensure that regulations remain relevant and up-to-date. Accordingly, Transport Canada's stock review focuses on aged regulations that have not been amended since 2007 that should be further examined to ensure that they continue to serve Canadians well. The stock review plan displayed below will be reviewed over a 5-year period, between 2023 and 2028 and will be updated annually to reflect the progress of the continuous review of aged stock.

Motor Carrier Safety Fitness Certificate Regulations

Rationale and approach for the review

The Motor Carrier Safety Fitness Certificate Regulations have not been updated since 2006, therefore they will be reviewed to assess their effectiveness and ensure they remain relevant and aligned with evolving legislation, policy objectives and priorities. The Canadian Council of Motor Transport administrators (CCMTA) is the curator of Standards 7, 14 and 15 under the National Safety Code. The safety fitness regulations refer to these standards. These three standards are currently under review at CCMTA. The review of Motor Carrier Safety Fitness Certificate Regulations should begin once the CCMTA reviews are completed.

Outcomes

Transport Canada confirmed that the regulations remain relevant and do not need to be amended as they are still valid and in use given that there are individuals receiving benefits under these Regulations. Veterans Affairs Canada administers these cases, and Transport Canada will continue to work with Veterans Affairs Canada should any changes be required.
