Fee modernization for aircraft airworthiness

Consultation period: February 10, 2026 to April 30, 2026.

We want your feedback on proposed amendments to Schedule VI of the Canadian Aviation Regulations (CAR 104.01) to modernize fees and service standards for aircraft airworthiness and maintenance approval services.

The proposed fees would affect services such as:

  • issuing certificates of airworthiness and other flight authorities including flight permits
  • issuing ministerial delegations of authority to qualified non-Transport Canada individuals to issue flight authorities, maintenance releases, export airworthiness certificates and conduct aircraft inspections on behalf of the Minister
  • approving aircraft maintenance schedules
  • approving maintenance and aeronautical products built, operated or maintained under Canadian control

As part of this Fee Proposal, Transport Canada is also proposing an increase to the hourly rate for aeronautical product approvals under Schedule V of the Canadian Aviation Regulations (CAR 104.01) to better reflect the cost of delivering specialized services.
