We want your feedback on the proposed amendments to Schedule IV of the Canadian Aviation Regulations (CAR 104.01) to modernize fees and service standards for aviation personnel services.
Transport Canada ensures safety in the aviation industry by offering services that verify individuals and organizations have the required qualifications and competencies to obtain licences, certificates and approvals.
The proposed fees would affect services such as:
- exams, flight tests and competency checks
- licences, permits and ratings for flight crew, air traffic controllers, flight dispatchers and aircraft maintenance engineers
- medical certificates for student pilots and licensed aviation personnel
- certificates for training organizations
- certificates for flight simulators used to train and test personnel
The following are some of the proposed changes:
- Medical certificate fees would be updated and based on the category of medical. Fees would also apply to most individuals who were previously exempt.
- Fees for existing services would increase to better reflect the current cost of delivering those services.
- New fees would be introduced for services that are currently free, such as certifying flight simulator training devices, issuing aviation document booklets, and some ratings and competency checks.
- New fees would apply to programs, such as the certification of approved training organizations.
- All fees would be adjusted annually on April 1, based on inflation (Consumer Price Index).
- Service standards would be introduced where none exist, and existing service standards would be updated to make them clearer and more meaningful.
