Public consultation on modernizing the Pleasure Craft Licensing Program

Open on November 12, 2020 and will be closed on January 15, 2021.

Transport Canada is proposing changes to the Pleasure Craft Licensing Program. We want your feedback about the changes we plan to make.

From November 12, 2020 through to January 15, 2021, we are inviting users of Pleasure Craft Licensing Program services and other interested parties to read the proposed changes to the Program published on the Let's Talk Transportation website, where feedback can be provided.

Input and comments submitted through the Let's Talk Transportation website will be recorded and considered in the development of regulations.

Who is the focus of this consultation

All Canadians are invited to participate in the online consultations. Those with a particular interest may include:

  • recreational boaters
  • marine trade associations
  • law enforcement agencies

Key questions for discussion

  1. What challenges or opportunities do you see with the proposed changes to the Small Vessel Regulations to improve vessel owner identification (e.g. shorter renewal periods, shorter timeframe to notify of changes, expanding requirements to all pleasure craft above 6 metres)?
  2. How can Transport Canada improve the accuracy of the data collected in the Pleasure Craft Electronic Licensing System?
  3. What challenges or opportunities do you see with the introduction of the pleasure craft licence service fee?
