Public consultation on modernizing the Pleasure Craft Operator Competency Program

Open on November 12, 2020 and will be closed on January 15, 2021.

Transport Canada is proposing changes to the Pleasure Craft Operator Competency (PCOC) Program. We want your feedback about the changes we plan to make.

From November 12, 2020 through to January 15, 2021, we are inviting users of PCOC services and other interested parties to read the proposed changes to the PCOC Program published on the Let's Talk Transportation website, where feedback can be provided.

Input and comments submitted through the Let's Talk Transportation website will be recorded and considered in the development of regulations.

Who is the focus of this consultation

All Canadians are invited to participate in the online consultations. Those with a particular interest may include:

  • course providers
  • law enforcement agencies
  • pleasure craft owners
  • recreational boaters
  • rental boat agencies

Key questions for discussion

  1. What challenges or opportunities do you see with the proposed changes to the PCOC Program?
  2. How would the introduction of fees affect course providers?
  3. What do you think about removing the rental boat safety checklist as being accepted as proof of competency?
