Types of Notifications:
There are six types of Notifications:
- Email Report:
- Most common use - Advises the modal Transportation Security Inspectors (TSIs) to action/follow-up on the incident with the stakeholder.
- Other use – For suspicious incidents, after a notification is issued, an email report is sent to share the original report with modes and other stakeholders.
- Flash Notification (used in Air Incident Protocols [AIP]):
- Provides awareness to the mode and internal partners that there is an ongoing air security incident. All TCSC resources are involved, and updates will be provided when possible.
- Preliminary Media Report:
- TCSC is responsible for monitoring media and issuing a preliminary media report on “significant events” reported by the media with a transportation nexus. The mode is expected to provide an update if it has received confirmation and/or additional reporting from industry.
- Incident Notification:
- Provides awareness to the mode and advises the modal TSIs to action/follow-up on the incident with the stakeholder.
- Immediate Notification:
- Provides awareness to the mode and internal/external partners and advises the modal TSIs to action/follow-up on the incident with the stakeholder.
- Caveat: the severity of the incident will determine if the Immediate Notification is disseminated internally only or also externally.
- Situation Report:
- The Transport Canada (TC) National Emergency Coordination Centre (NECC) is activated. This report provides awareness to the modes/programs at TC and internal/external governmental partners.
Dissemination Levels:
There are five Dissemination Levels:
- DL-1 – Releasable to P/T EMOs, CI Partners and EM Community
- Level 1 assumes that distribution may still be limited and tailored for private partners.
- DL-2 – Releasable to All Federal Departments and Agencies
- This level would apply to information that is suitable for release to all Federal Departments/Agencies and supporting organizations.
- DL-3 – Releasable to Authorized Organizations and Key Decision-Makers
- Level 3 assumes that distribution is limited.
- DL-4 – Releasable to Authorized Federal Organizations
- Level 4 assumes that distribution is authorized for select key partners with the necessary need to know. *
- DL-5 – No Further Dissemination Authorized
- Level 5 is the most restrictive level and would be applied to the most sensitive information. Level 5 assumes that only limited distribution is authorized based on strict need to know.
*Note: Per PS GOC’s reporting structure, it must be assumed that any information submitted to the GOC under a DL-4 could be briefed up to and including the Chair(s) of ADM Emergency Management Committee (ADM EMC) and/or National Security Operations Committee (NS OPS Committee). Any further dissemination (lateral and/or vertical) requires DL-3 or lower.
