- Group 5: Service Standards for vessel registration, inspection and certification
- The program conducts oral, practical and written examinations, issues records of qualifications and examinations, replaces and issues certificates or endorsements, for seafarers who are Canadian citizens or permanent residents of Canada, who have made an application and who meet prerequisites in accordance with the Marine Personnel Regulations and related procedures.
- The program maintains records on all seafarers who are candidates.
Service standard:
- Conduct of an oral or practical examination for the purpose of obtaining a limited certificate
Examination date within 10 working days of receipt of complete application if all the prerequisites are met
Results of examination - one (1) hour after completion of examination - Conduct of an oral or practical examination for the purpose of obtaining a certificate other than a limited certificate
Examination date within 10 working days of receipt of complete application if all the prerequisites are met
Results of examination - one (1) hour after completion of examination - Conduct of a simulator-based examination
Examination date within 10 working days of receipt of complete application if all the prerequisites are met
Results of examination - one (1) hour after completion of examination - Conduct of a written examination
Examination date within 10 working days of receipt of complete application, as per established national examination schedule, if all the prerequisites are met
Results of examination - 10 working days after completion of examination - Issuance of a record of qualifications and examinations for a certificate or an endorsement
10 working days after receipt of complete application - Replacement of certificate or endorsement (except for certificate or endorsement lost owing to shipwreck)
Examiner's certificate - 10 working days after receipt of complete application if all the prerequisites are met
Minister's certificate or endorsement - 120 working days after receipt of complete application if all the prerequisites are met - Issuance of a certificate or endorsement not requiring examination other than medical examination
Examiner's certificate - 10 working days after receipt of complete application if all the prerequisites are met
Minister's certificate - 120 working days after receipt of complete application if all the prerequisites are met - Certificate Cover
15 working days after receipt of complete application if all the prerequisites are met - Ship's Cook practical examination
Examiner onsite within 10 minutes of scheduled appointment when applicable
Results of examination - 5 working days after completion of examination

The applicant must schedule an appointment with a Transport Canada Marine Safety and Security Examination Centre and complete the applicable forms. These service centres can be found at https://tc.canada.ca/en/corporate-services/regions
Service feedback:
To appeal the result of an examination, a review may be requested at the Transport Canada Marine Safety Examination Centre where the exam was administered. If the result of the review is not satisfactory, an appeal in writing may be made to the Director, Marine Personnel Standards and Pilotage by completing the applicable form provided by the Examination Centre.
