Subject: Accessibility of Fire Control Plans

 

Purpose:

The purpose of this Ship Safety Bulletin is to remind ship-owners, masters and ship operators of all Canadian registered Convention and non-convention vessels the requirements, according to the Hull Construction Regulations (sections 40, 198,199, 247 and 248) and the IMO - SOLAS Ch.II-2 Regulations 15, to have the Fire Control Plans of the vessel permanently exhibited near the place from which the ship is normally navigated. In addition Convention vessels shall have a duplicate set of Fire Control Plans permanently stored on board for the assistance of shore-side fire-fighting personnel.

Requirements: Exhibition of Fire Control Plans

Convention and non-convention vessels

  • In every ship, as per the Hull Construction Regulations, there shall be provided for the guidance of the master of the ship, plans showing for each deck the sections of the ship enclosed by "A" Class divisions and the sections of the ship enclosed by "B" Class divisions, together with particulars of the fire alarm and fire detecting systems, sprinkler installations and fire extinguishing appliances provided in the ship, the means of entry into and exit from the various compartments and decks, and of the ship's ventilating system, including in particular the positions of the dampers thereof and the identification numbers of the ventilation fans serving each section of the ship. Such plans shall be protected by glass or similar material and shall be permanently affixed to a bulkhead, table or desk near the place from which the ship is normally navigated. (ref.sec.40)
  • Every ship shall have on board a booklet of instructions concerning the maintenance and operation of all fire fighting equipment and installations on board the ship and the booklet shall be readily available at all times in the navigating bridge or other suitable control station. Descriptions of plans, booklets and instructions shall be in both official languages.

Convention vessels only

  • IMO - SOLAS Ch.II-2 Regulation15.2.4.2 requires that a duplicate set of Fire Control Plans or a booklet containing such plans shall be permanently stored in a prominently marked weather-tight enclosure outside the deckhouse for the assistance of shore side fire-fighting personnel.

Recommendation:

Non- convention vessels

It is recommended, to enhance safety, that a duplicate set of Fire Control Plans or a booklet containing such plans be permanently stored in a prominently marked weather-tight enclosure outside the deckhouse for the assistance of shore side fire-fighting personnel. Consultations will be carried out in the near future with ship owners and operators regarding inclusion of this requirement in the new Fire Safety Regulations being developed under Regulatory Reform.
