This Ship Safety Bulletin (SSB) replaces SSB #27/2022 issued on November 28, 2022.
Purpose
This bulletin informs you of changes to the processing of applications for a Canadian Endorsement for foreign seafarers.
Scope
This bulletin applies to
- any foreign seafarer who holds a valid STCW certificate with which Canada has a signed reciprocal arrangement to recognize STCW certificates, and
- authorized representatives of Canadian flagged vessels.
What you need to know
A number of updates have been made to Forms 82-0786 and 82-0787. Authorized representatives of Canadian registered vessels who are sponsoring a seafarer to obtain a Canadian endorsement should fully review these updated documents.
Significant changes to the forms include,
- a candidate’s knowledge of Canadian maritime laws must be demonstrated through on-board vessel familiarization, and
- an additional option is available for a candidate to demonstrate language proficiency.

This updated application process only applies to those new applications submitted following the publication of this Ship Safety Bulletin.
