Issuing Safe Manning Documents

A minimum safe manning document is a document that Transport Canada issues to authorized representatives of vessels. The document sets out the minimum number of qualified persons needed to keep the vessel safe and secure and to protect the vessel, crew, passengers, cargo, and the marine environment. It also lists the minimum certification requirements for each member of the vessel complement.

These requirements are based on the International Maritime Organization Resolution A. 1047(27) titled Principles of Minimum Safe Manning and are part of Canadian law via the Marine Personnel Regulations.

Who must apply for a Safe Manning Document

The Marine Personnel Regulations require the authorized representative of Canadian vessels that must carry a safety certificate under the Vessel Safety Certificates Regulations to apply for a safe manning document.

How to apply for, or renew, a Safe Manning Document

The following table identifies the form to use based on your vessel type. You can also download forms via the Transport Canada Forms Catalogue.

Safety Convention vessels or vessels equipped with automation, modern technology, alternative arrangements, and additional equipment that needs specific evaluation. 82-0781
Vessels other than Safety Convention vessels (other than vessels to which Forms 82-0783 and 82-0784 apply). 82-0781
Fishing vessels (over 15 gross tonnage). 82-0783
Cable ferries that carry fewer than 100 passengers with voyages of less than 1 km. 82-0784

Service standard

All application forms will be processed by the appropriate regional office and will undergo a standard review process based on the service standards below. Our goal is to meet these service standards for at least 80% of applications.
