5. TEST METHODOLOGY

Tests were performed with three state-of-the-art fully instrumented dummies. Two dummies were selected to represent preschool-aged children, while one represented a small school-aged child. These dummies and the size of children they represent are presented below.

The head and chest accelerations of the dummies were measured for each test. Because injury reference levels have not been adopted for children,19 the upper and lower neck forces and moments and shoulder loads were not analyzed.

School Transportation

Provinces, Territories and local school boards choose the means and type of transportation for school children that best suits their needs.

Restrictions for school use:
Transport Canada cannot restrict vehicle use. Some provinces/territories and school boards do not allow the use of large passenger vans for school functions. Please contact your provincial/territorial transportation office or local school board for more details.

Electronic Stability Control

ESC is the generic name that is used by Transport Canada; the term is also recognized by the Society of Automotive Engineers. However, vehicle manufacturers use many different trade names for their stability systems.

Here is a list of names for ESC; the information was either provided by the manufacturers or from their Canadian web sites.

Federal and Provincial/Territorial Government Responsibilities

Know government roles in large passenger van safety

  • The federal government (Transport Canada) sets and enforces the safety standards required for new vehicles sold in Canada and imported vehicles (new, used), and regulates Federal jurisdiction motor carriers (eg., commercial vehicle drivers hours of service regulations)
  • The provincial/territorial governments' highway traffic acts regulate vehicle drivers and vehicle use.
