1. Purpose

The purpose of this Memorandum of Understanding (MOU) is to provide a framework for cooperation between the Department of Fisheries and Oceans (DFO) and Transport Canada (TC) with regard to promoting safety at sea of commercial fish harvesters. The scope of this MOU is limited to commercial fish harvesters.

Tier I - Policy – Issuance of Certificates of Service as Master and Officer of Fishing Vessels – Period of Validity of Marine Emergency Duties Training Courses

1. Policy objective

1.1 To exempt applicants for certificates of service as master and officer of fishing vessels from complying with Section 103 (1) of the Marine Personnel Regulations (MPR ).

Tier I - Policy – Additional option for holders of Fishing Master, Second Class certificate of competency to obtain the Fishing Master, First Class certificate of competency

1. Policy objective

1.1 The purpose of this document is to allow an additional option for holders of Fishing Master, Second Class (CFV2), certificate of competency (CoC) originally issued between March 21, 1980 and June 30, 2007 to obtain the Fishing Master, First Class (FM1) certificate of competency issued under the Marine Personnel Regulations (MPR).
