Indigenous Participant Funding Program: Project-based component

Project-based grant component

The Indigenous Participant Funding Program (IPFP) project-based grant component supports the participation of Indigenous communities and organizations in consultation activities related to decisions contemplated under the Canadian Navigable Waters Act (CNWA) and the Wrecked, Abandoned or Hazardous Vessels Act (WAHVA), and potential adverse effects of those decisions on Aboriginal or Treaty rights.

Consultation activities funded under this component of the IPFP are focused on:

  • Potential adverse impacts from decisions contemplated under the CNWA and/or the WAHVA;
  • How these adverse impacts affect the rights of the Indigenous peoples of Canada (potential or established Aboriginal or Treaty rights recognized and affirmed under section 35 of the Constitution Act, 1982); and
  • Measures to mitigate and/or accommodate any potential adverse impacts on the rights of the Indigenous peoples of Canada.

Who is eligible

To be eligible, applicants must identify that they:

  • Are an Indigenous community or organization with potential or established Aboriginal or Treaty rights, or a representative of such a community or organization including:
    • Indigenous governmentsFootnote 1, tribal councils and other forms of regional government, nationally or regionally representative Indigenous organizations, and/or Indigenous development corporations
    • Indigenous Communities / Bands / Settlements
    • District Councils / Chiefs’ Councils / Tribal Councils
    • Indigenous Associations / Organizations / Societies
    • Indigenous Commissions / Councils / Authorities / Boards
    • Indigenous Economic Institutions / Organizations / Corporations / Co-operatives
    • Partnerships or aggregations of Indigenous communities or organizations
  • Are potentially adversely affected by a decision being contemplated by Transport Canada under the CNWA and/or the WAHVA and;
  • Have received a notification from Transport Canada’s Indigenous Relations Unit or Navigation Protection Program regarding a proposed project application under review.

Eligible activities

Activities that may be eligible for grant-based funding support consultation activities with Transport Canada related to project-related decisions being contemplated under the CNWA or WAHVA, such as:

  • Coordination of and/or participation in activities such as workshops, meetings or other type of assembly that support consultation activities
  • Collection, development and provision of data, information and studies to inform Indigenous positions specific project-related decision being contemplated by Transport Canada
  • Provision of feedback to Transport Canada on potential impacts on Aboriginal and Treaty rights and potential measures to minimize those impacts, including accommodation measures
  • Review of studies and reports relevant to the review of a project subject to Transport Canada decision-making
