Indigenous Participant Funding Program: Project-based component applicant's guide

The purpose of the Indigenous Participant Funding Program (IPFP) is to provide funding in the form of grants for projects and initiatives designed to encourage effective Indigenous participation as well as support the capacity of Indigenous communities and organizations.

1. Program objectives

The Indigenous Participant Funding Program (IPFP) project-based grant component supports the participation of Indigenous communities and organizations in consultation activities related to decisions contemplated under the Canadian Navigable Waters Act (CNWA) and the Wrecked, Abandoned or Hazardous Vessels Act (WAHVA), and potential adverse effects of those decisions on Aboriginal or Treaty rights.

The objectives of the over-arching Indigenous Participant Funding Program are to:

  • Support consultation related to decisions and discussions on proposed policy initiatives related to the CNWA and WAHVA and/or;
  • Provide capacity support for activities, such as Indigenous-led studies, that promote long-term benefits aligned with the objectives of CNWA and WAHVA and/or;
  • Support outreach, collaboration and partnership between Transport Canada and Indigenous communities and organizations in the implementation of the CNWA and WAHVA.

The project-based component of the IPFP provides grant funding to support consultation related to project-related decisions contemplated under the CNWA and/or WAHVA.

2. Available Funding, approvals and payments

The funding will be provided as a grant. The estimated amount provided in the application, when approved, will be the amount the recipient will receive.

Maximum funding amount: $3,500

The maximum amount may be increased on a case by case basis, when funds are available and if warranted by the scope of the project.

Note: For applications exceeding $3, 500, It is required to contact Transport Canada’s regional Indigenous Relations Unit about the proposed consultation approach, prior to submitting an application.

Once the application has been approved, a letter of funding approval will be sent to the recipients indicating the funding approval date which is when eligible costs can start being incurred.

Upon demonstration that the recipient has met all eligible assessment criteria, payment of the grant may be made.

The approved application will form the official agreement between the recipient and Transport Canada.

3. Eligible activities

Grants may be provided to fund the following eligible activities so long as the proposed activity directly supports project-related consultations under the CNWA or WAHVA.

Activities that may be eligible include:

  • Coordination of and/or participation in activities such as workshops, meetings or other type of assembly that support consultation activities
  • Collection, development and provision of data, information and studies to inform Indigenous positions specific to project-related decision(s) being contemplated by Transport Canada
  • Provision of feedback to Transport Canada on potential impacts on Aboriginal and Treaty rights and potential measures to minimize those impacts, including accommodation measures
  • Review of studies and reports relevant to the review of a project subject to Transport Canada decision-making

4. Eligible recipients

To be eligible, applicants must identify that they:

  • Are or represent an Indigenous community or organization with potential or established Aboriginal or Treaty rights, including:
    • Indigenous governmentsFootnote 1, tribal councils and other forms of regional government, nationally or regionally representative Indigenous organizations, and/or Indigenous development corporations
    • Indigenous Communities / Bands / Settlements
    • District Councils / Chiefs’ Councils / Tribal Councils
    • Indigenous Associations / Organizations / Societies
    • Indigenous Commissions / Councils / Authorities / Boards
    • Indigenous Economic Institutions / Organizations / Corporations / Co-operatives
    • Partnerships or aggregations of Indigenous communities or organizations
  • Are potentially adversely affected by a decision being contemplated by Transport Canada under the CNWA and/or the WAHVA and;
  • Have received a notification from Transport Canada’s Indigenous Relations Unit or Navigation Protection Program regarding a proposed project application under review.

5. Eligibility assessment criteria

The applicant has a direct interest in and/or the applicant’s Indigenous rights are affected by the proposed project subject to a decision made by Transport Canada under the CNWA and/or WAHVA such as:

  • Located in an area that would be potentially affected;
  • Has community knowledge or Indigenous knowledge relevant to the proposed project;
  • Has expert information or knowledge relevant to the anticipated effects of the proposed project;
  • Has interests in the potential impact of the proposed project on treaty lands, settlement lands or traditional territories or related claims and rights.

6. Eligible expenses

  • Staff salaries and benefits;
  • Professional fees (fees for contracted services);
  • Room rentals and other facility costs;
  • Public outreach, communications materials and associated activity costs;
  • Translation costs;
  • Honoraria;
  • Travel expenditures, which may include:
    • hotel accommodation
    • car rental and kilometric rates
    • other transportation (bus, train, ferry and airplane fares)
    • meals and incidentals
    *Applicants must base their amounts on the rates and allowances of the Travel Directive of the National Joint Council
  • Administrative expenses for up to 15% of total costs, including:
    • general administration
    • rent
    • insurance
    • office equipment rental
    • membership fees
  • Expenses for Provincial Sales Tax and Goods and Services Tax, or the Harmonized Sales Tax, where applicable, for which the recipient is not eligible for a rebate

7. Reporting requirements

Along with the letter of approval, an attestation form will be sent to all recipients.  Once the activity has taken place, TC asks that recipients sign-off to confirm that the funding was used for its intended purposes.  The form should be sent no later than 30 days after the activity has been completed.

Note that if the attestation form is not submitted, TC reserves the right to request that the funding be returned.

8. Service standards & notifications

After receiving an application, Transport Canada will evaluate whether or not the application is eligible for funding and will inform the applicant.

In an effort to continually improve our services and conduct a transparent process, Transport Canada has established the following service standards:

  • Our goal is to provide applicants with written acknowledgement of receipt of the application within 10 business days
  • Our goal is to issue payments within 20 business days following the notification to the recipient that the requirements outlined in the funding agreement have been fulfilled.

Transport Canada reserves the right to accept or reject any submitted application. Officials may seek clarification if the information included in the application is not clear.

Project application content

Each application must follow the content outline below. This will minimize the possibility of omissions or errors on the part of applicants, and facilitate the project evaluation process at Transport Canada.

Your application package must include the following:

  1. Applicant information
    • legal name of the organization
    • name and position of the primary contact for application organization
    • mailing address for all correspondence and communication links such as office phone, email, etc.
  2. Eligibility Assessment Criteria
    • whether the proposed consultation approach has been developed in consultation with Transport Canada
    • type of eligible recipient in accordance with eligible recipients identified in the applicant’s guide
    • type of eligible activities in accordance with eligible activities identified in the applicant’s guide
    • description of how the proposed project requiring a decision may adversely impact your Aboriginal and Treaty rights
  3. Project Information (i.e. regarding the Project proposal subject to a decision made by Transport Canada under the CNWA and/or WAHVA)
    • Title of proposed project
    • Duration of project (i.e., likely duration of the planned consultation process related to the project proposal subject to a decision made by Transport Canada under the CNWA and/or WAHVA)
    • Description of how the proposed activities will be undertaken to support participation in the Crown consultation process and how your
    • organization will provide input to Transport Canada for inclusion in the consultation process
  4. Budget Information
    • Breakdown of eligible expenditures
  5. Declarations
    • declaration by applicant organization attesting to the accuracy of the funding proposal and the commitment of the organization to carry out
    • work related to the project-related consultations and authorized signature
    • declaration by applicant organization attesting to have read, understood and agree with the Terms and Conditions of the Grant Agreement.
