iZEV – Program resources for dealerships

Dealerships

In order to submit a request, you must enrol your dealership in the iZEV Program: iZEV Dealership Enrolment.

After your enrolment is approved, you may submit an eligibility assessment request: iZEV Requests.

Use the latest versions of the iZEV forms when you submit requests for payment:

Question & Answer
Claims process: How do I get reimbursed for an incentive provided for an eligible vehicle?

Reimbursement is only given to dealerships with a location in Canada. Consumers cannot submit a request for reimbursement, only dealerships can.

To be reimbursed, your authorized representative must register/enrol your dealership online with Transport Canada. As part of the registration process, they will need to submit some information including the Canadian operating address, direct deposit information and GST number.

Before providing an incentive:

Determine whether a new zero-emission vehicle meets the eligibility criteria (vehicle description and eligibility date) as specified on the list of eligible vehicles.

Determine the maximum eligible incentive amount. By referring to Transport Canada’s list of eligible vehicles, you will see the maximum eligible incentive amount per vehicle.

Effective April 25, 2022, the iZEV Program's manufacturer's suggested retail price (MSRP) maximums have increased, which has increased the number of makes and models of eligible vehicles, and the definition of longer-range plug-in hybrid vehicles (PHEVs) is now based on electric range in kilometres (km). PHEVs with an electric range of 50 km or more will be eligible for $5,000, and those under this threshold will continue to be eligible for $2,500. As a result of this change, as of April 25, 2022, the following PHEVs, identified with a (*), are now eligible for up to $5,000Footnote 1:

  • 2020, 2021, 2022 Ford *Escape PHEV
  • 2022 Hyundai *Santa Fe PHEV
  • 2022 Hyundai *Tucson PHEV
  • 2022 Kia *Sorento PHEV

Please note that we update the iZEV Program's list of eligible vehicles whenever a new make and/or model is approved. This change also applies to all vehicles listed in the notice that were ordered on or before April 24, 2022 but delivered to the customer on or after April 25, 2022. For dealerships, please select the model with the (*) when submitting a request in the application for purchases / leases and deliveries on or after April 25, 2022.

If you're not sure whether a vehicle is eligible, email: Izev-ivze@tc.gc.ca.

*NEW* Obtain eligibility assessment from Transport Canada through the iZEV online application:

*NEW* As of August 29, 2023, authorized sellers must submit and obtain an eligibility assessment from Transport Canada through the iZEV online application before the delivery of the vehicle and providing an incentive.

  1. Have the eligible i ndividual/o rganization who is purchasing/leasing the eligible vehicle, fill out the Consumer Consent Form only. This form is mandatory. Make sure it's the most up to date, complete, signed, and easy to read. We will not accept modified versions of the form.
  2. Your authorized representative will need to use the iZEV online application to submit an eligibility assessment request that requires recipient, vehicle, sale/lease details, along with the Consumer Consent Form. Make sure that all information and documents submitted are correct, complete and include all signatures required. Incomplete applications will not be processed.
  3. Once the eligibility assessment request is successfully submitted, you'll receive an automatic email confirmation including a service request ID and one of the following two statuses:
    • Eligibility Assessed status means the assessment was deemed eligible, and you may provide the incentive to the recipient at the time of delivery. You will be required to upload the sale/lease agreement and the Incentive Received Form to complete the request. The assessment will be valid for 90 days.
    • Pending Verification status means the eligibility assessmentis identified as potentially not meeting the Program's eligibility criteria. The assessment will be manually reviewed within two business daysafter which the status will either be changed to Eligibility Assessed or Rejected.

To provide the incentive:

  1. Once the request is in Eligibility Assessed status, apply the incentive directly to the price of the vehicle after taxes and fees have been applied. This is usually done by entering the amount as part of the consumer's down payment with a note on the bill of sale or lease agreement that the amount indicated is the federal iZEV Program incentive.
    • Do not apply a reduced incentive that doesn't include the applicable taxes (in other words, that equals the incentive amount after taxes are applied).
  2. Have the recipient complete and sign the mandatory and appropriate Incentive Received Form. Make sure that the form is the most up to date, complete, signed, and easy to read. We will not accept modified versions of the form.
    • By completing the appropriate incentive received form, the buyer will acknowledge and agree to not seek more incentives than they are eligible for. The yearly limits are specified on the appropriate form (Incentive Received Form for Individuals vs. Incentive Received form for Organizations).
  3. Make sure that the bill of sale or lease agreement is complete, signed by both parties and easy to read. It should also clearly identify the federal incentive amount applied under the iZEV Program.

An easy way to identify this is by adding a line item on the bill of sale or lease agreement with the relevant incentive amount (on the same line) stating: 'Federal iZEV Program'

  4. Please do not email sales or lease contracts, consent forms, incentive received forms or proof of registration. Only documents submitted via the iZEV online application will be processed. For privacy reasons, make sure that the supporting documents don't include:
    • any drivers' licence numbers
    • any copies of drivers' licences
    • any credit card information/bank information
      • If needed, you can redact (cross out to the point it is unreadable) this information if it's included on any documents you need to submit)

To get reimbursed:

  1. Log into the iZEV application, select the selling dealership, and go to the “I want to view all iZEV requests submitted for this dealership / authorized seller.” Then search the Service Request ID # of the Eligibility Assessed request and upload the sales/lease agreement and the Incentive Received Form. Make sure that all documents are complete and include all signatures and information required.
    • Do not resubmit a new request for the same recipient and vehicle when Eligibility Assessed status has been confirmed.
  2. Transport Canada will review the application and pay all complete, eligible claims. The status of each claim can be viewed on the iZEV online portal.

To provide the incentive to a third-party leasing company:

  • Option 1: The incentive is being provided to the third-party leasing company purchasing from the authorized seller and the third-party leasing company is not providing the incentive to their lessee.
    • This will count towards the third-party leasing company's maximum incentives in a calendar year. The following is required:
      1. Sales Agreement from the authorized seller to the third-party leasing company (complete and signed including all pages and the appropriate incentive amount applied);
      2. Consumer Consent Form completed by the authorized representative for the third-party leasing company that signed the Sales Agreement; and
      3. Incentive Received Form for organizations completed by the authorized representative for the third-party leasing company that signed the Sales Agreement.

        Third-Party Leasing Company
        End User

      4. Incentive Received Form completed by the lessee (end recipient of the incentive).

        Authorized Seller

        Lessee
        End User

Counts toward the maximum eligible incentive(s) per calendar year

  • Option 3: The third-party leasing company would enroll directly with Transport Canada themselves, becoming the authorized seller to be reimbursed. The dealership from which the third-party leasing company purchased the vehicle is not involved in the incentive application or reimbursement process for this option. The third-party leasing company is providing the incentive to their lessee and submitting eligibility assessment and request for reimbursement through the online application.
    • This will count towards the lessee's maximum incentives in a calendar year. The following is required:
      1. Lease Agreement from the third-party leasing company to the lessee (complete and signed including all pages and the appropriate incentive amount applied);
      2. Consumer Consent Form completed by the lessee (end recipient of the incentive); and

Authorized Seller – (Dealership, Manufacturer, Leasing Company, etc.) An organization that sells or leases new eligible ZEVs and is enrolled with Transport Canada to be reimbursed for incentives provided at the point-of-sale/lease.

Third-Party Leasing Company – (Fleet Management Company) A third-party lease is a vehicle lease made through a group (fleet management company, leasing company) besides the dealership and end user involved in the vehicle purchase/lease. Note: dealerships acting as agents of leasing companies are not considered third-party leases as the dealership information appears on the lease agreement.

Claims process: Registration Validation

As part of our review, we will confirm that the vehicle is registered to the person indicated in the claim form and supporting documents through the relevant provincial/territorial vehicle registration database.

If we can't confirm that the vehicle is registered, you will need to send us proof of registration before we can process the claim.

Claims process: Service Standard

The dealership should receive the reimbursement within 20 business days following the email notification that the iZEV program grant application has been approved.

The online system will notify you by email when a claim has been approved, and when a payment has been issued. The status of each claim can be viewed on the iZEV online portal.

Important: Please note that Transport Canada will not be held liable for incentives provided on ineligible vehicles and that Transport Canada reserves the right to refuse requests for reimbursement that do not meet the Program's terms and conditions.
