NCR-114-2016 The purpose of this exemption is to allow officials acting for or on behalf of the Minister to issue, in respect of an eligible aircraft which the Minister is satisfied is safe for flight, a flight authority, more specifically a Special Certificate of Airworthiness in the Limited classification, according to criteria other than those set out in section 507.03 of the CARs, further to having received and assessed as satisfactory an application for an eligible aircraft in a form and manner other than that specified in Chapter 507 of the Airworthiness Manual, as required by subsection 507.06(2) of the CARs, such application including a declaration which is different from the declaration attesting that the aircraft meets the requirements of section 507.03 of the CARs, as required by paragraph 507.06(3)(b) of the CARs.

NCR-090-2016 The purpose of this exemption is to allow the person who has responsibility or control over the Parc éolien Mont Sainte-Marguerite wind farm to use visibility sensors to dim the intensity of the CL 864 lighting required by Chapter 12 of Standard 621. The characteristics of the CL-864 medium intensity flashing beacon are given in Chapter 13 of Standard 621 as a single intensity of 2000 cd. The proposal (trial) is to dim the lighting in relation to measured visibility. When the visibility is more than 5 km, the light output is reduced to 30% or 600 cd and when the visibility is more than 10 km, the light output is reduced to 10% or 200 cd. The wind farm has more than one sensor. Should the measured visibility vary amongst the sensors, the worst visibility [lowest value] determines the common visibility and thus the amount of dimming. If there is a failure of the sensors, the lighting is brought to 100%.

NCR-101-2016 This exemption enables the person who has responsibility for or control over a Canadian windfarm to use two CL 864 horizontally separated lights with one operating and one standby in place of a vertical arrangement with the lights installed on top of each other as prescribed in paragraph 12.3(2)(a) of Standard 621, so as to meet the intent rather than the letter of the requirement. That is, to minimize blockage of light output upon failure of one of the light units.

With the deployment of Automatic Dependant Surveillance – Broadcast (ADS-B) technology as a source of surveillance in an air traffic service (ATS) system, it is necessary to introduce separation minima that may be used in conjunction with the ADS-B surveillance system. 1. It permits NAV CANADA to deploy and operate ADS-B technology to provide specific radar separation minima standards; and 2. It permits all air traffic controllers working for NAV CANADA, who have been trained and qualified by NAV CANADA as competent users of ADS-B surveillance technology, to apply some of the radar separation standards set out in Chapters 2 and 3 of Standard 821 – Canadian Domestic Air Traffic Control Separation, when using an ADS-B surveillance system. NCR-091-2016 This exemption relieves persons conducting UAV system operations utilizing a UAV with a maximum take-off weight of 1 kilogram or less, operated within visual line-of-sight from the requirement to obtain a Special Flight Operations Certificate (SFOC) as required by section 602.41 and the requirement to comply with the conditions of an SFOC as required by section 603.66 of the CARs. The exemption will permit UAVs with a maximum take-off weight of 1 kilogram or less to be operated away from built-up areas, controlled airspace, aerodromes, forest fire areas and other restricted locations. UAV operations conducted outside the terms and conditions of this exemption are subject to the requirements for an SFOC, regardless of the weight of the UAV.

UAV operations conducted outside the terms and conditions of this exemption are subject to the requirements for an SFOC, regardless of the weight of the UAV.
