The purpose of this exemption is to permit Era Helicopters, while not being the holder of a Canadian Air Operator Certificate, to conduct a commercial air service in Canada during the period June 11, 2007 to July 31, 2007 on behalf of Shell Canada and its offshore facility in Tuktoyuktuk, NWT. Era Helicopters will operate its Bell 412 helicopter, registration N168EH, serial number 33058 (or alternate), to conduct passenger and cargo transportation to and from Shell Canada’s oil exploration ship currently offshore of Tuktoyuktuk, NWT, in preparation for this ship moving to Alaskan waters for summer oil exploration activities. This exemption permits Era Helicopters to operate between Tuktoyuktuk, NWT and other Canadian points for a period of approximately 45 days prior to the drillship’s movement to U.S. waters.

The purpose of this exemption is to allow air operators who have been incorporated in the territories of Canada and who have been asked by the Agency to change the jurisdiction of their company incorporation to obtain new or amended Canadian Aviation Documents without discharging the applicable fees prescribed by section 104.01 of the CARs. The issuance of new or amended Canadian Aviation Documents is necessary due to the following: · Territories in Canada (Yukon, Northwest Territories and Nunavut) have incorporated companies that provide air transport, where to incorporate such companies is not within their legal capacity to do so; and · Acceptance by the Agency and by Transport Canada Civil Aviation to issue a licence and an air operator certificate respectively to a company that was incorporated in a jurisdiction that is not legally entitled to incorporate such companies. Issuance of new or amended Canadian Aviation Documents will not result in any operational changes.

The purpose of this exemption is to: ·Allow AES to have operational control of two Mi-26T helicopters, without the aircraft having a Canadian type certificate. The two aircraft will be added to the types authorized on AES’s 702 and 703 Air Operators Certificates, however, the aircraft will remain registered in Russia and will remain in the legal custody and control of UTair Aviation, a Russian company; ·Allow AES to permit UTair Aviation to perform maintenance on the two Mi-26T helicopters when performance of the maintenance by UTair Aviation has not been approved by the Minister as being in conformity with the CARs; ·Allow AES to have operational control of two Mi-26T helicopters in order to conduct operations in support of the movement of drilling, completion and production equipment, built to take advantage of the lift capacity of the Mi-26T helicopters and used for petroleum exploration and development in Northern Canada. This will allow AES to take advantage of the Mi-26T’s lift capacity in areas where it is not desirable to build overland access capabilities due to weather and environmental concerns. ·Allow AES to have operational control of two Mi-26T helicopters in order to provide logistical re-supply and support services to remote sites served by winter roads in the North West Territories. ·To allow AES to conduct the operations described above in a manner that will take advantage of the unique lifting capabilities of the Mi-26T helicopter without adversely affecting commercial operations utilizing Canadian Type Certificated aircraft.
