Where aircraft are being operated using the single-pilot Instrument Flight Rules (IFR) authority of Section 703.86 of the CARs, the situation arises where the required auto-pilot becomes unserviceable and the aircraft then requires two pilots and hence, a CVR. The purpose of this exemption is to allow Canadian air operators and flight crew members who operate multi engined, turbined-powered aircraft under the single-pilot IFR authority Section 703.86 of the CARs to continue to operate for a maximum period of 90 days without a CVR following the failure of the auto-pilot. |

The purpose of this exemption is to permit pilots-in-command of IFR aircraft operated by private operators pursuant to Subpart 604 of the CARs, Canadian operators of state registered aircraft operating under an exemption issued by the Minister of Transport to Section 604.03 of the CARs or by air operators pursuant to Part VII of the CARs to descend below the minimum descent altitude (MDA), when conducting a NPA, even if the required visual reference necessary to continue the approach to land has not been established. This exemption is required in order to accommodate the altitude loss below MDA that will likely occur during a missed approach, following a stabilized constant descent angle (SCDA) NPA. |

The purpose of this exemption is to permit Canadian airport operators to install a "Visual Alignment Lighting System" that is compliant with the criteria of Annex14, Volume II, section 5.3.4 of the Convention on International Civil Aviation, attached hereto as Schedule "C" in accordance with the conditions contained in this exemption. The specifications contained in The Aerodrome Standards and Recommended Practices (TP312, 4th Edition) do not provide for the use of such a system in Canada and therefore is not permitted since it is currently outside of the specifications. This exemption allows the introduction of the “Visual Alignment Guidance System” in Canada such as the SAGA system, as an additional lighting system option for non-instrument and non-precision runways, pending formal amendment of the Canadian standards. This exemption does not replace any of the current requirements contained in the Aerodrome Standards and Recommended Practices (TP312, 4th Edition). |
